1.0 INTRODUCTION
1.1 Authorization
Coastal Systems International, Inc. (Coastal Systems) was authorized by Allstate
Development (Client), to evaluate the existing domestic water, sanitary and storm drainage
system for the proposed Condominium Development to be located on the existing Ocean
Mazda site.
1.2 Purpose
The purpose of this Development Evaluation is to evaluate potential impacts to the existing
utilities as a result of the redevelopment of the site into a residential complex of 476
apartment units and some commercial retail space.
1.3 Site Location
The project site is located at 850 N.W. 42nd Avenue (Le )eune Road), City of Miami,
Florida. The property lies on a parcel of land between 42nd Avenue and 43'd Avenue and
measures approximately 4.33 acres. The property is an existing commercial site for an
automotive dealership.

2.0 CODE REQUIREMENTS AND DEMANDS
2.1 Stormwater Management
The proposed site development should provide an increase of pervious areas to be planted
with sod and trees. The storm water run off from the impervious areas must be collected
and contained on the site by means of an exfiltration system. When greater rain events
occur, the storm water overflow must be detained on site allowing no discharge into the
adjacent properties. The proposed storm water management system will be designed
according to Best Management Practices and will be consistent with the Miami -Dade
County Department of Environmental Resource Management (DERM), Florida Department
of Transportation (FDOT) drainage requirements, and South Florida Water Management
District (SFWMD) guidelines and design criteria.
2.2 Potable Water
The Water Mains are owned and operated by the Miami -Dade Water and Sewer
Department. The site is currently serviced by a 12-inch water main, located on N.W. 42"d
Avenue and a 8-inch water main on N.W. 43'd Avenue. There are two fire hydrants
conveniently located to serve this development, one fire hydrant is located on the west
sidewalk of 42nd Avenue and the other fire hydrant is located on the west sidewalk of 43'd
Avenue. These hydrants should provide sufficient fire water supply to the site. Refer to the
Map 3.1 Water Atlas.
While the 8-inch and 12-inch water mains should provide sufficient capacity to the site,
there is an increase of water demand required for the proposed development. Refer to
Table 1.

The net total increase of water and sanitary daily gallonage for the proposed site
development is 95,304 gallons per day (gpd).

2.3 Sanitary Sewer
The Sanitary Sewer Mains are owned and operated by Miami -Dade Water and Sewer
Department. The proposed site can be serviced by an existing 10-inch gravity sanitary
main that runs along the centerline of N.W. 43rd Avenue. Refer to Map3.3 Sanitary Sewer
Atlas. Refer to Table I for flow requirement.
At this time the existing utility sewage pumping system does not provide sufficient capacity
to service the increased flow demand required by the new development. The flows from
the existing mains are received by MDWASD Regional Pump Station #112, which is
located at 429 NW 47th Avenue. The report indicates that Pump Station #112 is operating
at a yearly NAPO average of 8.49 hours per day, at an approximate capacity of 84.90%.
The Pump Station is not presently under any moratorium, however MDWASAD has
already allocated some additional flows for smaller projects that are under way. The
MDWAD has acknowledges that improvements to the regional pumping system should be
anticipated in order to allocate the additional sanitary collection required for this project.
