HomeMy WebLinkAboutLegislationvvvv ._ • dell, r, 111 I + II 11 City of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.ci.miami.fl.us File Number: 05-00696 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM PRINCIPLES AND POLICIES THAT UNIFY FEDERAL, STATE AND LOCAL LINES OF GOVERNMENT FOR INCIDENT RESPONSE, WITH DIRECTIVES AS STATED HEREIN, IN ACCORDANCE TO THE HOMELAND SECURITY PRESIDENTIAL DIRECT1VE/HSPD-5. WHEREAS, pursuant to Homeland Security Presidential DirectivelHSPD-5, Management of Domestic Incidents, the President directed the Secretary of Homeland Security to develop and administer a National Incident Management System ("NIMS"); and WHEREAS, on March 1, 2004, the Secretary issued the NIMS to provide a comprehensive national approach to incident management, applicable to all jurisdictional levels across functional disciplines; and WHEREAS, the NIMS provides a consistent nationwide approach for federal, state, tribal and Local governments to work effectively and efficiently together to prepare for, prevent, respond to and recover from domestic incidents, regardless of cause, size, or complexity; and WHEREAS, the NIMS establishes standard incident management processes, protocols and procedures so that all responders can work together more effectively; and WHEREAS, the Federal NIMS Integration Center ("Center") was established to oversee all aspects of NIMS, including the development of NIMS related standards and guidelines and to support the guidance for incident management and responder organizations as they implement the system; and WHEREAS, the Center will validate compliance with the NIMS and National Response Plan responsibilities, standards and requirements; and WHEREAS, the NIMS is based on an appropriate balance of flexibility and standardization in order to provide a framework for interoperability and compatibility during incident operations; and WHEREAS, the N1MS provides a consistent, flexible and adjustable national framework within which government and private entities at all levels can work together to manager domestic incidents, regardless of their cause, size, location, or complexity; and WHEREAS, this flexibility applies across all phases of incident management: prevention, preparedness, response, recovery and mitigation; and WHEREAS, the City of Miami ("City") acknowledges and recognizes the NIMS principles and policies in accordance with the Homeland Security Presidential Directive/HSPD-5; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, City of Miami Page 1 of 2 Printed On: 7/12/2005 File Number: 05-00696 FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The NIMS principles and policies that unify federal, state and local lines of government for incident response, in accordance to the Homeland Security Presidential Directive/HSPD-5, are adopted. Section 3. The City Commission directs the City Manager to establish a NIMS baseline by determining which NIMS requirements have already been met. Section 4. The City Commission directs the City Manager to establish a time frame and develop a strategy for full NIMS implementation. Section 5. The City Commission directs the City Manager to assure all City departments, agencies, organizations, institutionalize the use of the Incident Command System. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} APPROVED A O FORM AND CORRECTNESS:el — JORGE L.
