Background Information:
Pursuant to Resolution No. 03-190, adopted February 27, 2003, the City began its creation and
delivery of a city-wide Comprehensive Emergency Management Plan (CEMP). This CEMP will
facilitate the implementation of national based "best practices" polices and procedures into the
operations and service delivery of the City to its residents and visitors.
The City's ability to effectively respond to critical events that potentially disrupt the continuity of
government services will be directly enhanced by the aforementioned plan as required by the Florida
Statutes, § 252.38, (1) (2). In additional to addressing natural and technological hazards, the City's
CEMP plan will enhance the City's ability to respond to and recover from manmade threats such as
those from Weapons of Mass Destruction and other terrorist threats. Most importantly, the CEMP
covers all facets of emergency and management and is consistent with the Miami -Dade County
CEMP. Therefore, it is recommended that the City Commission adopt the attached CEMP for the
development and of detailed operating procedures for all City forces charged with responsibility of
protecting the public's health and safety from natural and technological disasters.
