Purpose of Item: A Resolution accepting the recommendation of the City Manager to approve the findings of the Evaluation Committee, pursuant to Request for Proposal No. 04-05-091, that the firm most qualified to provide a Helicopter, for the Department of Police, is American Eurocopter; and further authorizing the City Manager to negotiate and execute an agreement with American Eurocopter, in the amount of $1,724,764.00. Director City Manager Page 1 of 1 AGENDA ITEM SUMMARY FORM PAGE 2 BACKGROUND INFORMATION The City of Miami received grant funds under the Urban Areas Security Initiative Grant Program to purchase a helicopter with video downlink capability. The Department of Police requested a helicopter in order to improve its capabilities to prevent, prepare for, respond to, and recover from acts of terrorism. The helicopter will support border protection as well as CBRNE response capabilities consistent with Homeland Security Strategies. As required by the Office of Domestic Preparedness (ODP) guidelines, the helicopter will be utilized primarily for homeland security objectives and permissible program activities. The helicopter will be used for terrorism prevention, response and recovery activities. Miami has a large waterfront and this aircraft is needed to conduct homeland security related air patrols for investigations, detection, and interdiction of terrorist acts as well as air response and recovery activities should an attack occur. As a security patrol and surveillance platform, the helicopter will provide Miami law enforcement and emergency personnel with the ability to provide increased security and surveillance measures across the City of Miami and its waterways. This increased capability will be especially important to protect Miami's critical borders, ports, key public events and public venues, consistent with the Florida State and Miami Urban Area Homeland Security Strategies. Increased capabilities for terrorism detection and interdiction are critical to our goal of an improved Homeland Security posture and include: • Enhanced patrol coverage and domestic security over areas inaccessible to ground units (i.e. fenced compounds, roofs, parking lots, boats); • Provide aerial security for VIP and Dignitary protection targets; • Conduct airborne surveillance of suspected terrorist activity and targets. • Provide increased police presence in high crime areas and critical infrastructure targets subject to terrorist attack. • Develop a "needs" assessment for the security of high-rise buildings, bridges, electricity substations and water treatment pumping stations, ports, commercial waterways, mass transit railways, Internet modes (NAP), and government buildings. • Conduct Homeland Security surveillance prevention flights over the Miami River, the Port of Miami, the Miami water channel leading into the ports and other possible targets of possible terrorism. • Provide aerial photos for mapping and deployment of emergency providers, secondary entrance and egress routes and pre -positioning Weapons of Mass Destruction (WMD) decontamination stations. • Train Miami Police Department SWAT Teams for insertion and extraction from the helicopter in case of a terrorist hostage or sniper situations. • Patrol critical infrastructures and provide protection to parts of these facilities that are inaccessible to ground units. This RFP (No. 004-05-091) was a re -issuance of a previous RFP (No. 04-05-007) where only a sole proposal was submitted. The City Manager rejected that RFP and new less restrictive specifications were incorporated to encourage competition. On June 22, 2005, two (2) proposals were received, of which one proposal was deemed non- responsive. On June 24, 2005, the Evaluation Committee met to evaluate, discuss and deliberate, and determined unanimously that the top ranked firm to provide a Helicopter to the Department of Police was American Eurocopter LLC. In order to expedite the purchase of the helicopter, negotiations was initiated and both the City and American Europcopter, LLC have agreed to the terms, conditions, and prices in the agreement provided herein , in the substantially attached form. In comparison to the prices listed in the previous RFP (No. 04-05-007), some of the RFP pricing and negotiation highlights are: ➢ Proposer's base price for the additional airframe equipment decreased by $36,088. ➢ Proposers' base price for the Avionics decreased by $1,058. ➢ An additional discount price of $19,980 was provided. ➢ Overall pricing on the optional configurations decreased by $5,037.62. ➢ Negotiations yielded an additional overall savings of $14,939.00.
