A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING
THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST
FOR LETTERS OF INTEREST NO. 04-05-034, THAT THE FIRM MOST QUALIFIED
TO PROVIDE PARKING SURCHARGE ADMINISTRATION SERVICES IS THE
PARKING NETWORK, INC.; AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT ("AGREEMENT"), IN SUBSTANTIALLY
THE ATTACHED FORM, WITH THE PARKING NETWORK, INC., THE
TOP -RANKED FIRM, FOR A TWO-YEAR PERIOD, WITH THE OPTION TO
RENEW FOR THREE (3) ADDITIONAL ONE-YEAR PERIODS, AT A COST
OUTLINED IN "ATTACHMENT B" OF THE AGREEMENT AND AUTHORIZED
PURSUANT TO ORDINANCE NO. 11813, ADOPTED JULY 13, 1999;
ALLOCATING FUNDS FROM ACCOUNT NO. 001000.260415.6.270.
WHEREAS, the Legislature of the State of Florida has enacted legislation that allows municipalities
meeting certain criteria to implement a surcharge on parking revenues generated; and
WHEREAS, the City of Miami ("City") enacted Article IX, Sections 35-341 through 35-347 of the
Code of the City of Miami, Florida, as amended, entitled "Parking Facilities Surcharge," on July 7,
2004, to implement such a surcharge on parking revenues; and
WHEREAS, administration of the surcharge requires knowledge of the parking operations industry,
a field that is extremely unique and such expertise does not exist within the ranks of the City's
workforce; and
WHEREAS, Request for Letters of Interest ("RFLI") No. 04-05-034 were issued and a sole
proposer, The Parking Network, Inc., responded to the solicitation and the Evaluation Committee
reviewed said response and made a recommendation to the City Manager to make the award to the
sole proposer; and
WHEREAS, the City Manager is respectfully recommending for the City Commission to award the
RFLI to the Parking Network, Inc. and authorize execution of a Professional Services Agreement
("Agreement"), in substantially the attached form; and
WHEREAS, funds are allocated from Account No. 001000.260415.6.270;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The recommendation of the City Manager approving the findings of the Evaluation Comn

pursuant to RFLI No. 04-05-034, that the firm most qualified to provide parking surcharge administratior

Section 3. The City Manager is authorized{1} to execute an Agreement, in substantially the attaches
The Parking Network, Inc., the top -ranked firm, for a two-year period, with the option to renew for three
one-year periods, at a cost outlined in "Attachment B" of the Agreement and authorized pursuant to Ord
11813, adopted July 13, 1999, with funds allocated from Account No. 001000.260415.6,270.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable provisions of the City
Charter and Code.
{2} if the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon the override of the veto by the City Commission.
