The survey has yielded the following results: (1) Expert initial bid of $109,900 was based on a Caisson Design. (2) If Expert would have bid on a Mat and Pier Foundation Design, their bid would have bid $5,000 less, for a total of $104,900. (3) Other factors such as materials or supplies would increase their bid price of 109,900 by $6,000 to $115,900. Based on these facts, I have now concluded that the increase resulting in a change order of $3,500 is reasonable.
