Subject: Amending and increasing the contract awarded to Motorola Inc., to purchase additional
portable and mobile radios and accessories
Purpose of Item:
A Resolution of the Miami City Commission amending and increasing the contract awarded to
Motorola, Inc., pursuant to Resolution No. 04-0730, adopted November 18, 2004, in an amount not to
exceed $235,777.80, from $56,244 to $292,021.80, for the purchase of additional portable and mobile
radios and accessories for the Departments of Fire -Rescue and Public Works, utilizing existing Palm
Beach County Contract No. 02C-6CR, effective through October 17, 2005, subject to any extensions
or replacement contracts by Palm Beach County; allocating funds from the Urban Areas Security
Initiative ("UASI") Grant Programs II & III, Project No. 110111, Account Code No. 280910.6.840
($32,552) and Project No. 110143, Account Code No. 280911.6.840 ($154,959), and from Public
Works Account Code No. 001000.311002.6.840 ($48,266.80).

Pursuant to Resolution No. 04-0730, adopted on November 18, 2004, the City Commission approved
the purchase of forty (40) portable and mobile radios and accessories from Motorola, Inc., for the
Department of Fire -Rescue, utilizing Palm Beach County Contract No. 02C-6CR, effective through
Octobre 17, 2005, subject to any extensions or replacement by Palm Beach County, in an amount not
to exceed $56,244.
Since its initial award, Fire -Rescue has determined additional radio equiment is required to increase
the emergency interoperable communication gap within the City of Miami Fire Department. By
providing the City's First Responders with portable repeators, the range of communication will be
increased from merely 5 to 10 miles from handheld to handheld to 20 to 50 miles from user to user
along with the ability to penetrate building structures. These units will also allow Fire -Rescue, when
called upon for deployment by other counties/municipalities in the state to assist them in man-made or
natural disasters, to communicate with each other while in another boundary.
The purchase of the cache of handheld radios (at a 50% discount from Motorola) for Fire -Rescue will
be utilized as necessary back-up for catastrophic events. Fire -Rescue is in need of additional radios to
be stored and made available for disasterous calls, including when other counties are deployed to
assist us and are in need of handhelds in order to communicate with Miami's First Responders. These
radios will also be available to local government officials in emergency situations to ensure
communication between these and directors to the City's Emergency Operations Center and
Emergency Manager.
Due to the potential for mass casualty and/or mass fatality in nautral or man-made events, such as
terrorism or instances involving Weapons of Mass Destruction (chemical, biological, radiological,
nuclear, or explosives), these items, when used in conjunction with each other, will not only improve
Citywide communication between our own rescue teams, but also improve Statewide communication
between our own First Responders and their partnering agencies.
In addition, twenty-three (23) radios will be utilized by the Department of Public Works to provide
radios for all of its Operations personnel working within the Storm Water Maintenance Section and
NPDES (the City's Environmental Section). These radios will ensure communications connectivity
and electrical interoperability between local and interagency organizations for emergency and general
flooding and environmental functions.
