RECOMMENDATION
It is respectfully recommended that the Miami City Commission adopt the attached Resolution
authorizing the Executive Director of the Bayfront Park Management Trust to enter into a
professional service agreement for the purchase a 50 ft. holiday tree from Christmas Designers, Inc.,
for placement in Bayfront Park during the holiday season. Christmas Designers, Inc., will also
provide installation, removal, bulb replacement and secure storage of the tree. The Bayfront Park
Management Trust at its May 23, 2005, board meeting, passed resolution no.05-021.1, approving the
purchase, installation removal, bulb replacement and storage of a 50 ft. holiday tree and authorized
the executive director to enter into a five year professional service agreement with Christmas
Designers Inc., pending City Commission approval. The cost is an amount not to exceed
$178,548.31 over the five year term of the professional service agreement. Funds are allocated in
the Bayfront Park Management Trust's Operating & Capital Improvement Budgets.
BACKGROUND
The Bayfront Park Management Trust (Trust) was created to direct, operate, manage and maintain
Bayfront and Bicentennial Parks for the purposes of ensuring maximum community utilization and
enjoyment. In an effort to realize this purpose, the Trust, with the City of Miami Purchasing
Department, issued RFLI No. 04-05-032 for the purchase of a 50 ft. holiday tree for placement in
Bayfront Park during the holiday season. The successful proposer would also provide installation,
removal, bulb replacement and secure storage for the five year term of the agreement. The RFLI
was issued on March 10, 2005, and two (2) responses were received by March 30, 2005. The
Bayfront Park Procurement Evaluation Committee (Committee), appointed by the Chairman of the
Bayfront Park Management Trust and approved by the City Manager, met once on April 12, 2005, to
review the proposals submitted. At that time the Committee was informed that of the two proposals
received one did not meet the qualifications and had been deemed un-responsive. Following
discussion and deliberation, the Committee recommended accepting the proposal submitted by
Christmas Designers, Inc. On April 26, 2005, the Trust received a letter signed by the City Manager
approving the recommendation made by the Committee. At the Bayfront Park board meeting of
May 23, 2005, the Trust approved the Committee's selection(resolution no. 05-021.1) and
authorized the executive director to enter into an agreement with Christmas Designer, Inc., pending
City Commission approval. Funds are allocated in the Bayfront Park Management Trust's
Operating & Capital Improvement Budgets.
