nandez would have to quit
two of his three jobs and
work from home full-time
to care for Llarell.
In the meantime, he has
enrolled his son in Florida
Healthy Kids, part of the
state's Childress Health
Insurance Program. He
has two daughters on
Healthy Kids, and it's
better than nothing, he
said, but he worries it
won't come close to meet-
ing all his son's care
needs.
Healthy Kids does not
provide as much coverage
for medically complex
kids as Medicaid does,
Alker said.
"A child with serious
health conditions is going
to be much better served
by the Medicaid benefits
package," she said.
During an April 1 news
conference on toll relief, a
reporter asked Gov. Ron
DeSantis about the thou-
sands of kids set to lose
Medicaid coverage, and
he defended KidCare.
"Well, but our KidCare
has been very effective,"
DeSantis said. "1 mean,l
think if you look at what
the Legislature has done
over the years, you know,
they've really focused on
helping working families
make sure that thew kids
have access to health
coverage."
1n 2023, the Legislature
voted unanimously to
expand KidCare to higher -
income families, which
was predicted to help
42,000 uninsured kids.
The expansion was
supposed to take effect
Jan. 1 but was delayed by
paperwork snafus. It has
now been postponed in-
definitely while the state
sues the federal govern-
ment over a new rule that
would require states to
keep children on KidCare
for 12 months even if their
families miss a premium
payment.
A hearing on that suit is
scheduled for Thursday in
federal court in Tampa.

lins, a member of Tampa's
Citizen Review Board and
a past president of the
Hillsborough County
branch of the NAACP, said
she does not foresee the
legislation signed Friday
by the governor hindering
the board's activity.
"We do not investigate
the Tampa Police Depart-
ment," she said. "We re-
view closed investigations
done by the police depart-
ment itself. Then we ay if
we agree 00 disagree with
the outcome and look for
potential avenues for pol-
icy and procedure
change."
But Brandon Barclay,
the president of the Tampa
Police Benevolent Associ-
ation, cautioned against
that interpretation, saying
the legislation would not
allow "business as usual."
He said the legislation is
useful step that will en-
courage m uniformity
statewide, instead of the
current patchwork of
boards with a range of
structures and abilities.
But he added that without
review boards, depart-
ments have other checks
and balances to investigate
bad behavior and make
improvements, including
internal affairs units and
the sate's Criminal Justice
Standards and Training
Commission.
"When people say there
is no oversight, is is bla-
tantly absurd," he said.
1n Tampa, the Citizens
Review Board was formed
in 2015 after a Tampa Bay
Times vestigation re-
vealed that Tampa ponce
were disproportionately
ticketing Black bicyclists.
Several years of contro-
versy followed the Tampa
board's formation, with
disagreements about who
should appoint its mem-
bers and whether it should
have subpoena power and
its own attorney.
The board does not have
subpoena power. It was
hiring its own attorney but
paused the process as this
legislation was considered.

AN ORDINANCE OF THE MIMAI CITY COMMISSION AMENDING CHAPTER
10/ARTICLE VI/SECTION 10-101 OF THE CODE OF THE CITY OF MIAMI,
FLORIDA. AS AMENDED, TITLED "BUILDINGS/UNSAFE STRUCTURES/
UNSAFE STRUCTURES AND UNSAFE STRUCTURES PANEL." SPECIFICALLY
BY AMENDING SECTION 10-101(L), TITLED "UNSAFE STRUCTURE PANELS.
UNSAFE STRUCTURES PANELS ARE HEREBY CREATED TO CONDUCT
HEARINGS AS PROVIDED FOR UNDER THIS SECTION' TO AMEND
QUALIFICATIONS FOR MEMBERS OF THE UNSAFE STRUCTURE PANEL;
CONTAINING A SEVERABILITY CLAUSE AND PROVIDING FOR AN IMMEDIATE
EFFECTIVE DATE.
