Subject: Authorizing Submittal of Grant Request to U.S. Department of Homeland Security
Purpose of Item:
To authorize the City Manager to submit an application for grant funding to the U.S. Department of
Homeland Security (DHS), in an amount not to exceed $2,600,000 for the 2005 Staffing for Adequate
Fire and Emergency Response (SAFER) Grant project. The funding will contribute to the hiring of 26
new firefighters to cover the cost of salaries and associated benefits over a five-year period.

In 'an effort to meet the National Fire Protection Association (NFPA) Standards, the Department of
Fire -Rescue has a strong interest in increasing our number of firefighters to be assigned throughout
the City districts.
The Federal Government under the U.S. Department of Homeland Security (DHS is offering grant
funding to local jurisdictions under the SAFER Act. This funding is based on a total funding cap of
$100,000 per firefighter over a period of five years, to pay for salaries and associated benefits of
newly hired firefighters.
The SAFER grant is designed to help fire departments meet the minimum standards of the NFPA,
thereby increasing the cadre of firefighters and enhancing their ability to obtain 24 hour staffing, thus
assuring their community has adequate protection from fire and fire related hazards.
Funding from this grant will help the Department of Fire -Rescue improve it's efforts to comply with
NFPA Standards 1710 §5.2.4.2., Initial Full Alarm Assignment Capability which states that "the fire
department shall have the capability to deploy an initial full alarm assigned within an 8 minute
response time to 90 percent of the incidents as established in Chapter 4 of NFPA. Through this
program, the Department of Fire -Rescue can increase their number of firefighters and assigned them
strategically throughout the City to enhance the quality of service to our community. Furthei»iore,
thisgrant will provide funding to ensure the City meets NFPA Standards.
In compliance with said grant, the City must ensure that the additional positions are maintained over a
five (5) year period. The grant funding over the 5 year period is as follows:

The Department of Fire -Rescue is seeking to apply for 26 firefighter positions under this grant
application for a total grant request of 2.6 million dollars to be funded by Federal Government
through the DHS. In consideration of SAFER grant, the City must submit an application by June 28,
2005.
