HomeMy WebLinkAboutR-05-0410City of Miami Legislation Resolution: R-05-0410 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 05-00561 Final Action Date: 6/23/2005 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR GRANT FUNDING TO THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY, IN AN AMOUNT NOT TO EXCEED, $2,600,000 FOR THE 2005 STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE ("SAFER") GRANT PROJECT; AUTHORIZING THE ALLOCATION OF REQUIRED MATCHING FUNDS LISTED ON "EXHIBIT A," ATTACHED AND INCORPORATED, FOR THE HIRING OF 26 NEW FIREFIGHTERS TO COVER THE COST OF SALARIES AND ASSOCIATED BENEFITS OVER A FIVE-YEAR PERIOD FROM THE DEPARTMENT OF FIRE -RESCUE GENERAL ACCOUNT CODE NO. 001000.280601.6.110; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, FOR SUBMISSION OF SAFER GRANT APPLICATION, SUBJECT TO THE TERMS AND CONDITIONS OF SAID GRANT APPLICATION. WHEREAS, in an effort to improve the City of Miami's ("City's) compliance toward the National Fire Protection Association ("NFPA") Standards, the Department of Fire -Rescue ("Fire -Rescue") has a strong interest in increasing their number of firefighters to be assigned throughout the City districts; and WHEREAS, the Federal Government under the United States Department of Homeland Security ("DHS") is offering grant funding to local jurisdictions under the Staffing for Adequate Fire and Emergency Response ("SAFER") Act; and WHEREAS, funds are based on a total funding cap of $100,000 per firefighter over a period of five years, to pay for salaries and associated benefits of newly hired firefighters; and WHEREAS, the SAFER grant is designed to help fire departments meet the minimum standards of the NFPA, thereby increasing the cadre of firefighters and enhancing their ability to obtain twenty-four (24) hour staffing, thus assuring their community has adequate protection from fire and fire related hazards; and WHEREAS, currently, Fire -Rescue does not adequately meet NFPA Standards 1710 § 5.2.4.2., Initial Full Alarm Assignment Capability which states that "the fire department shall have the capability to deploy an initial full alarm assignment within an 8 minute response time to 90 percent of the incidents" as established in Chapter 4 of NFPA; and WHEREAS, this program will allow the City to increase the number of firefighters and assign them strategically throughout the City to enhance the quality of service to our community and to assist the City in improving their compliance toward NFPA standards; and WHEREAS, in accordance with the SAFER grant, the City will ensure that additional positions City of Miami Page 1 of 3 File Id: 05-00561 (Version: 11 Printed On: 11/18/2016 File Number: 05-00561 Enactment Number: R-05-0410 are maintained over a five-year period; and WHEREAS, the grant funding over the five-year period is as follows: Year 1 Year 2 Year 3 Year 4 Year 5 90% of salary with maximum of $36,000 80% of salary with maximum of $32,000 50% of salary with maximum of $20,000 30% of salary with maximum of $12,000 No Federal Share WHEREAS, the City wishes to apply for grant funding from DHS in an amount not to exceed $2,600,000 to be matched by City funds listed on "Exhibit A," which is attached and incorporated, for the hiring of twenty-six new firefighters to cover the cost of salaries and associated benefits over a five-year period; and WHEREAS, the required matching funds will be available and unencumbered at the time of grant award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized{1} to submit an application for grant funding to the United States Department of Homeland Security, in an amount not to exceed $2,600,000, for the Project. Section 3. The required matching funds listed in "Exhibit A," attached and incorporated, are allocated from Fire -Rescue's General Account Code No. 001000.280601.6.110. Section 4. The City Manager is authorized{1} to execute the necessary documents, for submission of the grant application, subject to the terms and conditions of said grant application. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPROVED AS TO FORM AND CORRECTNESS: JORGE L. FERNANDEZ CITY ATTORNEY Footnotes: City of Miami Page 2 of 3 File Id: 05-00561 (Version: 11 Printed On: 11/18/2016 File Number: 05-00561 Enactment Number: R-05-0410 {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
