Subject: Emergency Ordinance to accept and appropriate funds, in the amount of $2,240,000, from
Miami -Dade County for the Dr. Martin Luther King Jr. Boulevard Improvements, B-78505 and the
South Miami Avenue Improvements, B-60479.
Purpose of Item:
Authorization to accept and appropriate a contribution of funds from Miami -Dade County, in the
amount of $2,240,000, for the Dr. Martin Luther King Jr. Boulevard Improvements Project, B-78505
and for the South Miami Avenue Improvements Project, B-60479, to Capital Improvement Project
No. 341330, entitled "Citywide Transportation and Transit", and authorization for the City Manager to
execute the Joint Participation Agreement ("IPA") for each project, in substantially the attached
forms.

Background Information:
The City of Miami and Miami -Dade County are partnering to advance two important projects:
1) Dr. Martin Luther King Jr. Boulevard Improvement Project: This Project includes milling and
resurfacing, re -striping and replacement of substandard street signs on NW 62nd Street from NW 37th
Avenue to NW 5th Place. Additionally, the sidewalks will be redesigned to be ADA compliant by
reconstructing broken sidewalks and adding pedestrian ramps. Further enhancements will be made on
NW 62nd Street from NW 12th Avenue to NW 5th Place by implementing elements of the streetscape
portion of the MLK Boulevard Master Plan. These elements include landscaping, street furniture,
decorative lighting, pavers and specialty items that convey the legacy of Dr. Martin Luther King Jr. It
is anticipated that the duration of the Project will be 15 months. The County will contribute
$1,400,000 to be used for construction. The City will fund design and the streetscape elements in the
amount of $1,200,000. The total project cost is estimated at $2,600,000.
2) South Miami Avenue Road Improvements (from SE 25th Rd to SE 15th Rd): This Project will
consist of the addition of a roundabout at the intersection of South Miami Avenue and SE 15th Rd, and
associated improvements such as signage, striping, roadway and pedestrian lighting, along with
replacement of broken sidewalks and the addition of curb ramps for ADA compliance. Improvements
on South Miami Avenue will consist of milling, resurfacing, signage, striping, replacement of curb
and gutter, replacment of broken sidewalks and addition of curb ramps for ADA compliance,
replacement of broken inlet tops and roadway and pedestrian lighting. It is anticipated that the
duration of this Project will be 24 months. The County will contribute $840,000 to be used for
construction. The City will fund design, lighting and any remaining elements in the amount of
$2,740,500. The total estimated project cost is $3,580,500.
The City will design, contract, construct and administer both projects, subject to the terms of the JPAs
that are included in the legislative package.
