Subject: Ordinance to accept and appropriate funds from the Florida Department of Transportation, for
the Flagler Street Bridge Area Riverwalk and the East Little Havana Greenway
Purpose of Item:
Authorization to accept and appropriate grant funds, in the amount of $2,000,000, to Capital
Improvement Project (CIP) No. 341211, entitled "Greenways Improvements" for the Flagler Street
Bridge Area Riverwalk Project Nos. B-40691 (segment B) and B-40692 (segment C) and the East
Little Havana Greenway Project No. B-40686 (segment D), from the Florida Department of
Transportation, and authorization for the City Manager to execute the Local Agency Program
Agreement for the Flagler Street Bridge Area Riverwalk Project, in substantially the attached form.
Background Information:
The Florida Department of Transportation, with approval from the Metropolitan Planning
Organization, awarded two federal grants to the City of Miami for the construction of Riverwalk
extensions as follows: $1,000,000 for the Flagler Street Bridge Area Riverwalk and $1,000,000 for an
extension in the East Little Havana Area. The City's contributions to the Flagler Street Bridge Area
Riverwalk totals $337,700 and are from the following sources: $150,000 from Parking Surcharges and
$187,700 from the Homeland Defense and Neighborhood Improvement Bond Program. These
extensions will serve to link existing riverwalks and segments currently under construction to other
rights -of -way and access points. The Flagler extension will run along North River Drive from
approximately NW 2nd Street to SW 2"d Street (I-95). The East Little Havana extension will run along
South River Drive from NW 1st Street to NW 7th Avenue. These Projects will provide outdoor
recreational opportunities and an alternative transportation corridor for people living and working
along the river to easily and safely walk or bike to mass transit connectors. The scope of work
involves roadway reconstruction, milling and paving, drainage, curb and gutter, integral colored
concrete sidewalk, landscaping and lighting in the existing rights -of -way.
