SUPPLEMENT TO AGENDA ITEM SUMMARY FORM
ORDINANCE AMENDING CHAPTER 54 OF THE CITY CODE
BASE BUILDING LINES -- NE 7, 8, 10 AND I 1 STREETS
The original platted subdivisions that created NE 7, 8, 10 and 11 Streets between Biscayne Boulevard and
NE 2 Avenue dedicated a right of way of 50 feet. The roadways were subsequently developed with
pavement, curb and gutter and sidewalk conforming to the 50 foot wide right of way.
In 1985 the City Commission, by Ordinance, established a zoned base building line width of 75 feet for
these roadways thereby reserving additional property in anticipation of future widening in accordance with
the Southeast Overtown/Park West Redevelopment Plan. An evaluation of current conditions west of
Biscayne Boulevard reveals the following:
1. The major transportation arteries in this portion of City are Biscayne Boulevard, I-395 and I-95.
NE 7, 8, 10 and 11 Streets serve as local city streets.
2. There is already significant existing development to the west that would preclude these streets
from ever reaching the specified 75 feet in the future as a standard typical section width from
Biscayne to 1-95. Even if they were widened the entire distance, there is no ramp connection to I-
95 which would limit their effectiveness from a transportation system standpoint.
3. Requiring one block to be widened would be of limited benefit, with the possible exception of
allowing dedicated right or left turn lanes at an intersection.
4. The City already has a JPA in place with FDOT whereby 9`t`, 10th, and 11t Streets between NE 2
Avenue and Biscayne Boulevard will be reconstructed at their current typical sections.
5. The FDOT I-395 PD&E study and Port tunnel study which are both currently underway may
potentially have significant impacts to the surface street network in the future.
6. The City's streetcar project will provide premium transit access to the adjacent properties to
encourage the usage of transit in the urban City core.
The Public Works Department is recommending to the City of Miami Commission that the zoned base
building line width of NE 7, 8, 10 and 11 Streets between NE 2 Avenue and Biscayne Boulevard be
reduced from 75 feet wide to the original developed 50 foot wide right of way width to conform with
current and future regulated development. Nothing will physically change on these roadways if the
Ordinance is adopted.
The Public Works Department's review of these transportation corridors reveal that the current 50 foot
wide developed roadway adequately serves the transportation needs of the public.
It is respectfully recommended that the zoned base building line width of NE 7, 8, 10 and 11 Streets
between NE 2 Avenue and Biscayne Boulevard be reduced from 75 feet wide to the original developed 50
foot wide right of way to conform with current and future regulated development.
The Department of Police, Fire -Rescue and Solid Waste have been notified of the proposed reduction of the
zoned width of these rights of way.
