A Message from the
Vice President,
NANA
Board of Directors
Since its inception nine years ago, NANA,
under its Executive Director Leroy Jones, its
staff and active general membership, has
made praiseworthy strides towards the eco-
nomic development of habitually neglected
sectors of the Miami -Dade Community. Their
numerous achievements in networking with
City and County government, the acquisition
of a range offinancial assistance programs,
and the restoration of a number of small
businesses in underserved communities reflect
and serve as a model of grassroots organiza-
tion and leadership.

NANA SERVICES
Neighbors And Neighbors Association
(NANA) was founded in 1995 to establish a
cooperative working relationship among small
grocery stores. This concept was later ex-
panded to include other 'mom & pop' busi-
nesses. We provide extensive technical assis-
tance to small businesses and have prevented
numerous establishments from closing their
doors. One of our primary goals is to assemble
a Wholesale Distribution Center (WDC). The
WDC will offer goods at competitive prices
and provide on site technical assistance.
NANA provides member businesses with a
broad range of assistance. We are funding by
Miami -Dade County and the City of Miami,
among others, and, therefore, provide our
services free of charge to members. We assist
businesses with the following:
• Technical Assistance. Assisting businesses
with technical training, negotiating with
government agencies and other kinds of
technical assistance.
• Economic Development. Community
economic development programs and
assistance.
• Loan / Grant Applications. Assisting
businesses with completing grant and loan
applications.
• Permits & License Compliance. Assisting
businesses in acquiring and renewing permits
and licenses. Helping businesses comply
with legal obligations.
• Daily Sales Reports. Technical assistance
in preparing and producing daily sales
reports and other accounting functions.
• On Site Visits / On The Job Training.
Assisting with the technical aspects of
marketing and running a business.
• Represettation / Referrals. Represent small
businesses in disputes with government
agencies or other interests. Referrals to
appropriate agencies and organizations.
NANA is funded by Miami -Dade County
and the City of Miami.
All services are provided free of charge.

The Mom And Pop Small Business Grant Program
was created to provide financial and technical. assis-
tance to qualified small businesses that are approved
for ftmding. This program has allowed small owned
and operated businesses the opportunity to interact
with local government under favorable conditions,
and this relationship will ultimately bridge the gap
between the two entities.
• The program provides financial assistance
to further the economic viability of recipi-
ents. Funding can be used to purchase equip-
ment, supplies, advertising/marketing, inven-
tory, building liability insurance, security sys-
tems and to make minor renovations.
• Technical assistance is made available to
small businesses in order to create a better
working and business environment, promote
economic development opportunities, edu-
cate owners about various county -funded
programs and projects, form/foster better
working relationships among small business
owners, retain and eventually create more
jobs, offer the necessary training that smal I
business owners so desperately need to be-
come more efficient and competitive, etc.
The program has grown each year and is now being
offered countywide. As a result, we recognize that
the needs of each district are different and our goal
is to address this diversity. Please be sure to pick up
the appropriate application. In order to receive the
correct guidelines and be considered for funding, you
must apply in the district where your business is lo-
cated. To locate your district, visit www.miami-
dade.gov on line, click onfind a service and click on

MOM AND POP
SMALL BUSINESS
GRANT PROGRAM
A BRIEF HISTORY
Fiscal Year 1999/2000:
Neighbors And NeighborsAssociation (NANA) cre-
ated the Mom and Pop Grant Prograin in Septem-
ber,1999, under the direction of Commissioner Dr.
Barbara Carey-Shuler, Miami Dade Board ofCounty
Commissioners. The program was developed because
of her sincere desire to address the State of Emer-
gency in her district, which is the most underserved
area ofMiami-Dade County. Atotal of$50,000 was
made available for small businesses in District 3. It
was stipulated that the funds could be used for busi-
ness activities only. As a result oftheproparn's suc-
cess, an additional $22,000 was added to the initial
total.
FY 2001/2002:
Commissioners Donin Rolle (District 2) and Bruno
Barreiro (District 5) provided $150,000 each for
businesses in their respective districts. Over 60 busi-
nesses received funding through the program and
the name was changed appropriately to the Mom
And Pop Small Business Grant Program.
FY 2002/2003:
Commissioners Barbara Carey-Shuler (District 3),
Dorrin Rolle (District 2), Bruno Barreiro (District
5), Jimmy Morales (District 7) and Dennis Moss
(District 9) approved a combined total ofone mil-
lion dollars for the program. This amount was dis-
tributed to more than 177 qualified businesses in
their respective drs' tricts.
FY 2003/2004:
Since the popularity of the program increased con-
siderably, it was expanded to include all 13 districts
and is now acknowledged as a countywide pro-
gram. A total of $1.3 million was allocated to the
Mom And Pop Small Business Grant Program for

distribution during the fiscal, year and more than 350
business owners benefited directly. Grant guidelines
allowed for more flexibility and businesses were al-
lowed to use the funding for the following; purchase
inventory/supplies, business equipment, physical
marketing/advertising, security systems, commer-
cial liability insurance, and minor interior/exterior
renovations.
FY 2004/2005:
The program is well established and has been suc-
cessful in receiving General Funds again. Recipi-
ents will have access to the same amount of funding
($I .3 million) as in the previous year.
NANA, as the program originator, continues to play
an integral part and provides technical assistance to
recipients, while working closely with the districts,
Selection Committee Members and the Miami -
Dade County Task Force on Urban and Economic
Revitalization to help facilitate the overall process.

Vocalist/Composer Brenda
Alford began her musical ca-
reer in 1978 in Baltimore,
Maryland, just three days af-
ter meeting and talking with
the great jazz singer, Ella
Fitzgerald. Since that time,
Brenda has performed jazz, pop and gospel in
concerts in North America, the Caribbean and
Asia. She has worked with some of the greatest
names in ja7.7. Pete Minger, Stanley Turrentine,
Sonny Stitt, Philly Jo Jones, Sam Jones, Tommy
Flanagan, Keter Betts, Lou Donaldson, Ron
Carter, Al Foster and Cyrus Chestnut, to name a
few.
Ms. Alford has also recorded with jazz piano leg-
end Horace Silver on the Blue Note label, and
performed in concert with saxophone innovator
Flip Philips, formerly of the Woody Herman
band. She sings on pianist Billy Marcus' CD
"Hamp" — a tribute to Lionel Hampton, and, at
Mr. Hampton's request, performed with Billy and
a South Florida all-star band at the Lionel Hamp-
ton Jazz Festival in Moscow, Idaho, for his 90th
birthday.
Her own recordings include "Brenda Alford Live
at Morgan State"; a single, "Last Night in Balti-

recorded in concert at Fort Lauderdale, Florida's
Old Dillard Museum Jazz Room with the Othello
Molyneaux quartet, featuring Othello on the steel
pan, Mike Gerber on Piano, Nick Orta on bass,
and Ernesto Simpson, Jr. on drums. Brenda has
also performed in two movies, Jon Waters'
"Hairspray" and Barry Levinson's "Avalon."
Brenda Alford currently resides in South Florida.
She has attended the University of Miami as a
jazz vocal performance major, and her composi-

University of Miami jazz vocal ensemble J.V.1,
under the direction of Larry Lapin. She pres-

Dr. Rudolph Moise is a
community icon with many
talents and contributions to
South Florida. He practices
family medicine at his own
private center with a team of
four other practitioners. He is
also a Lieutenant Colonel and Flight Surgeon on
the US Air Force Reserve, an attorney, a movie
actor, founder of the first Haitian radio station
and of the non-profit Kimbe Foundation, Inc.,
which provides assistance to Haitian based medi-

Mr. Ainsworth Smith
embodies the spirit of success-
ful small business. He estab-
lished Slashers Printing Cen-

Printers) in 1976 with limited
resources and little support.
From gross earnings of$45 per day in those early
times, Slashers has grown to a multifaceted op-

Neither NANA, the Commissioners, nor their staffs
make the decision as to which applicants receive
funding. The Selection Committee reviews all ap-
plica(ions received for funding under the Mom
and Pop Small Business Grant Program. Each
District has its own committee, made up of com-
munity leaders, business owners, community resi-
dents, chambers of commerce and bankers, These
volunteers sometimes make their weekends and
evening hours available for applicants to make
presentations and for helping to make final se-
lections.

Commissioners' Staff members play a key role in
the success of the program by making meeting
space available to provide interested businesses
with information, and for Workshop Business
Training and Grant Agreement Orientation. They
also help with the advertising of the program,
receiving applications, and in taking and direct-
ing telephone calls to the appropriate parties.

Comity Service Providers provide the financial
and technical assistance from the County to the
Mom and Pop Program. These are County Fi-
nance Department employees who work with the
Task Force on Urban and Economic Revitaliza-
tion. Their job is to review all documents re-
quested by the County and to process payments
submitted by the recipients. With so many appli-
cants and special needs, this process can be very
time-consuming, so the work of these County staff
members is especially appreciated.

other government assistance, and volunteering
