A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ALLOCATION OF EMERGENCY SHELTER GRANT ("ESG") FUNDS FOR FISCAL
YEAR 2005-2006, IN THE AMOUNT OF $352,229, TO THE CITY OF MIAMI
HOMELESS PROGRAM, NEIGHBORHOOD ENHANCEMENT TEAM AND THE
AMOUNT OF $10,893, TO THE DEPARTMENT OF COMMUNITY DEVELOPMENT,
FOR THE ADMINISTRATION OF GRANT -RELATED ACTIVITIES, FOR A TOTAL
ALLOCATION OF $363,122; DIRECTING THE CITY MANAGER TO SUBMIT A
MULTI -YEAR WAIVER REQUEST TO THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT TO INCREASE THE PERCENTAGE OF
ESG FUNDS THAT CAN BE USED FOR ESSENTIAL SUPPORTIVE SERVICES;
AUTHORIZING THE CITY MANAGER TO SUBMIT THE NECESSARY
DOCUMENTS TO IMPLEMENT ACCEPTANCE OF SAID FUNDS.
WHEREAS, the City of Miami ("City") has received notification from the United States Department
of Housing and Urban Development ("U.S. HUD") that the Emergency Shelter Grant ("ESG")
entitlement will be $363,122, for Program Year October 1, 2005 through September 30, 2006; and
WHEREAS, historically, the City Commission has allocated its ESG funds to support the operation
of the City's Homeless Program, which provides outreach and referral services to the chronically
homeless; and
WHEREAS, the program guidelines of the ESG Program limit the amount of funds that can be
dedicated for essential supportive services to 30% of the entitlement grant allocation; and
WHEREAS, as a result of the local sales tax dedicated to homeless programs, the need for shelter
care is met through this source and the need in South Florida is to provide support services to
complement the continuum of care strategy's needed services; and
WHEREAS, the need for the waiver is crucial to enable the City's Homeless Program to operate as
an outreach and referral program to the chronically homeless; and
WHEREAS, this budget is contingent upon U.S. HUD approving the waiver for essential supportive
services; and
WHEREAS, federal regulations authorize 3% of the grant to be utilized for administrative costs to
manage grant related activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The allocation of ESG funds for Fiscal Year 2005-2006, in the amount of $363,122, are
as follows:

Section 3. The City Manager is directed to submit a multi -year waiver request to U.S. HUD to
increase the percentage of ESG funds that can be used for essential supportive services.
Section 4. The City Manager is authorized{1} to submit the necessary documents to implement
acceptance of said funds.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor {2}.

Footnotes;
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten {10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
