A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
PLEDGING TO THE CITIZENS OF MIAMI THAT THE CITY COMMISSION WILL
STRENGTHEN NEIGHBORHOODS AND RESPOND TO URBAN DEVELOPMENT
THROUGH SMART GROWTH PRINCIPLES, PROJECTS AND INITIATIVES;
PLEDGING TO APPROACH SMART GROWTH AS A REGIONAL ISSUE BY
WORKING WITH MIAMI-DADE COUNTY, MIAMI-DADE COUNTY PUBLIC
SCHOOLS AND OTHER MUNICIPALITIES TO ENSURE THAT BASIC SERVICES
SUCH AS UTILITIES, TRANSIT, AIR AND SEA PORTS AND SCHOOLS ARE
EXPANDED AND MAINTAINED AT A HIGH LEVEL TO MEET THE DEMANDS OF
GROWING URBAN AREAS; MANDATING SAID PLEDGE TO ASSURE THE
CITIZENS OF THE CITY THAT THE MASTER PLANS AND THE CAPITAL
IMPROVEMENT PROJECTS WILL BE IMPLEMENTED AND COMPLETED IN A
TIMELY MANNER AND MAINTAINED AT A HIGH LEVEL TO MEET THE DEMANDS
OF GROWING URBAN AREAS AND WILL BE ONGOING TO KEEP PACE WITH
GROWTH AND RELATED ISSUES BY A REGIONAL APPROACH.
WHEREAS, the Miami City Commission recognizes that growth impacts virtually all aspects of the
daily life of the City of Miami's ("City's") residents, the City Commission has committed to a broad
range of master plans that will result in more predictable, better balanced growth and these planning
initiatives include, but are not limited to: Miami 21, Citywide Parks, Museum Park, Virginia Key and
the Coconut Grove Waterfront; and
WHEREAS, pursuant to the $255 Million Homeland Defense/Neighborhood Improvement bonds
initiative approved by a Citywide vote on November 13, 2001, this City Commission approved a
Capital Improvements Plan listed in "Appendix A," attached hereto, and provided for a Homeland
Defense/ Neighborhood Improvement Bond Oversight Board to monitor Capital Improvement
Projects; and
WHEREAS, this City Commission wishes to reaffirm its commitments to the voters and citizens of
the City regarding Master Planning, Capital Improvement Projects and working with Miami -Dade
County, Miami -Dade County School Board and other municipalities to deliver regional solutions to
basic service requirements such as utilities, transit, air and sea ports, schools and other needs; and
WHEREAS, the Miami -Dade County Board of Commissioners, the Miami -Dade County School
Board and the City of Hialeah have pledged to their constituents that crucial projects will be
completed in a timely manner;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission pledges to the citizens of Miami that the City Commission
will strengthen neighborhoods and respond to urban development through smart growth principles,
projects and initiatives and will approach smart growth as a regional issue by working with
Miami -Dade County, Miami -Dade County Public Schools and other municipalities to ensure that basic
services such as utilities, transit, air and sea ports and schools are expanded and maintained at a
high level to meet the demands of growing urban areas.
Section 3. This pledge is mandated to assure the citizens of the City that the Master Plans and
the Capital Improvement Projects will be implemented and completed in a timely manner and
maintained at a high level to meet the demands of growing urban areas and will be ongoing to keep
pace with growth and related issues by a regional approach.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
