HomeMy WebLinkAboutR-05-0369City of Miami Legislation Resolution: R-05-0369 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 05-00522 Final Action Date: 6/9/2005 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE CERTIFIED PUBLIC ACCOUNTING FIRM OF SHARPTON, BRUNSON & COMPANY, PA., FOR THE EVALUATION OF PROPOSALS RECEIVED IN RESPONSE TO THE REQUEST FOR PROPOSALS DOCUMENT TO BE ISSUED FOR THE DEVELOPMENT OF A HOTEL AND OTHER GOLF COURSE IMPROVEMENTS AT 1802 NORTHWEST 37TH AVENUE, MIAMI, FLORIDA, COMMONLY REFERRED TO AS THE MELREESE GOLF COURSE, UNDER THE UNIFIED DEVELOPMENT PROJECT PROCESS; ALLOCATING FUNDS FOR SAID SERVICES AND EXPENSES IN AN AMOUNT NOT TO EXCEED $65,000, FROM ACCOUNT CODE NO. 001000.500101.6.270. WHEREAS, pursuant to Resolution No. 04-0523, adopted July 29, 2004, the City of Miami ("City") determined that the development of improvements to the City -owned property located at 1802 Northwest 37th Avenue, Miami, Florida, commonly referred to as the Melreese Golf Course, would best be accomplished using the Unified Development Project ("UDP") process to obtain an integrated package of services from the private sector including planning, design, construction, leasing and management of such improvements; and WHEREAS, the City Charter Section 29-A requires that proposals received pursuant to the UDP process be evaluated by a certified public accounting ("CPA") firm in accordance with prescribed UDP procedures contained in the Request for Proposals ("RFP"); and WHEREAS, pursuant to Resolution No. 05-0237, adopted April 14, 2005, the City Commission selected the CPA firm of Sharpton, Brunson & Company, P.A. (a minority firm located in Miami at One Southeast Third Avenue, Suite 2100) to evaluate proposals received in accordance with prescribed UDP procedures contained in the RFP; and WHEREAS, the City Manager has negotiated with the CPA firm and is now returning to the City Commission with the attached Professional Services Agreement ("Agreement") for the provision of the required professional services and expenses in an amount not to exceed $65,000; and WHEREAS, funds for this purpose are available from Account No. 001000.500101.6.270, Minor Object Code 270, Professional Services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The City Manager is authorized{1} to execute an Agreement, in substantially the form attached, with the CPA firm of Sharpton, Brunson & Company, P.A., for the evaluation of proposals received in response to the RFP document to be issued for the development of a hotel and other golf course improvements at 1802 Northwest 37th Avenue, Miami, Florida, commonly referred to as the Melreese Golf Course, under the UDP project process, in an amount not to exceed $65,000, with funds allocated for said services and expenses from Account Code No. 001000.500101.6.270. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor {2} . Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable provisions of the City Charter and Code. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon the override of the veto by the City Commission.
