HOW IS THIS I'1EM GOING TO ENHANCE THE QUALITY OF SERVICE TO THE CUSTOMER / CITIZENS? The Mobile Commander Centers will be operated by Incident Commanders to conduct on -scene planning, crisis management, and consequence management of major police events. The Mobile Command Centers will also serve as backup communications centers in the event the central Communications Unit located at the Police Headquarters Building is inoperative or abandoned.
