A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE PURCHASE OF TWO (2) LDV MODEL #MCC3OLLC260-03,
MOBILE COMMAND CENTERS, CONSISTING OF EQUIPMENT LISTED IN THE
ATTACHED DOCUMENTS, FROM LDV, INC., VIA THE DEPARTMENT OF POLICE,
TO BE UTILIZED BY THE DEPARTMENTS OF POLICE AND FIRE -RESCUE, AS
AUTHORIZED UNDER A MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF MIAMI AND THE STATE OF FLORIDA COUNTER -DRUG PROCUREMENT
PROGRAM, ESTABLISHED AND MAINTAINED PURSUANT TO THE NATIONAL
DEFENSE AUTHORIZATION ACT SECTION 1122, KNOWN AS THE "1122
PROGRAM," IN AN AMOUNT NOT TO EXCEED $449,335, FOR EACH MOBILE
COMMAND CENTER, FORA TOTAL COST NOT TO EXCEED $898,670;
ALLOCATING FUNDS IN THE AMOUNT NOT TO EXCEED $449,335, FROM THE
CAPITAL IMPROVEMENT PROGRAM ("CIP"), POLICE HOMELAND DEFENSE
PREPAREDNESS BOND, B-72911, ACCOUNT CODE NO. 312048.299307.6.840,
AN AMOUNT NOT TO EXCEED $281,584, FROM THE URBAN AREAS SECURITY
INITIATIVE GRANT PROGRAM II, FISCAL YEAR 2003, ACCOUNT CODE NO.
110111.280910.6.840 AND AN AMOUNT NOT TO EXCEED $167,751, FROM CIP,
B-72814, ACCOUNT CODE NO. 313305.289307.6.840.
WHEREAS, the Mobile Command Centers will be primarily utilized during counter -drug activities
and when necessary for Homeland Security incidents or other large events that pose potential
targets; and
WHEREAS, the Department of Fire -Rescue also integrates with the Department of Police on drug
enforcement issues through the assignment of SWAT medics during the service of warrants, which
are mostly drug related; and
WHEREAS, this clearly follows the edict of the "1122 Program" which requires that law
enforcement agencies provide documentation that equipment purchases be used in the support of
counter -drug activities; and
WHEREAS, the Mobile Command Centers will be used by both the Departments of Police and
Fire -Rescue; and
WHEREAS, these two (2) units are designed to provide redundancy and seamless
interchangeability for the end users, thereby, enhancing the continuity of operations for counter -drug
activities and emergency services command and control centers; and
WHEREAS, the Mobile Commander Centers will be used by Incident Commanders to conduct
on -scene planning, crisis management and consequence management of major police events, as
well as, a backup Communications Center in the event the central Communications Unit at the Police

Headquarters Building is inoperative or abandoned; and
WHEREAS, the new multidisciplinary approach from the Department of Homeland Security has
integrated Fire with law enforcement; and
WHEREAS, the Department of Fire -Rescue will be assigning staff at the new Terrorism Early
Warning ("TEW") point which will be co -located with the Federal Bureau of Investigation's ("FBI's")
Regional Information Center ("RIC") and the High Intensity Drug Trafficking Agency ("HIDTA") Task
Force; and
WHEREAS, the Department of Fire -Rescue will have a liaison to the TEW/RIC/HIDTA since the
theory is that all crimes including drug crimes are part and parcel of clandestine support for Terrorism;
and
WHEREAS, the Mobile Commander Centers are being purchased as authorized under a
Memorandum of Agreement between the City of Miami ("City") and the State of Florida Counter -Drug
Procurement Program, established and maintained pursuant to National Defense Authorization Act
Section 1122, known as the "1122 Program;" and
WHEREAS, the Mobile Command Centers being purchased are being partially funded by the
Urban Areas Security Initiative ("UASI") Grant Program II and the Police Homeland Defense
Preparedness Bond;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The purchase of two (2) LDV Model #MCC30LLC260-03, Mobile Command Centers,
consisting of equipment listed in the attached documents, from LDV, Inc., via the Department of
Police, to be utilized by the Departments of Police and Fire -Rescue, as authorized under a
Memorandum of Understanding between the City and the State of Florida Counter -Drug Procurement
Program, established and maintained pursuant to the National Defense Authorization Act Section
1122, known as the "1122 Program," in an amount not to exceed $449,335, for each Mobile
Command Center, for a total cost not to exceed $898,670, is authorized, with funds allocated in the
amount not to exceed $449,335, from the Capital Improvement Program ("CIP"), Police Homeland
Defense Preparedness Bond, B-72911, Account Code No. 312048.299307.6.840, an amount not to
exceed $281,584, from the UASI Grant Program II, Fiscal Year 2003, Account Code No.
110111.280910.6.840 and an amount not to exceed $167,751, from CIP, B-72814, Account Code No.
313305.289307.6.840.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
