HomeMy WebLinkAboutbackground informationBackground Information: The Departments of Police is requesting the purchase of two (2) LDV Mobile Command Centers to be utilized primarily during counter -drug activities and when necessary for Homeland Security incidents or other large events that pose potential targets. The Department of Fire -Rescue integrates with the Department of Police on drug enforcement issues through the assignment of SWAT Medics during the service of warrants, which are mostly drug related. This clearly follows the edict of the "1122 Program" which requires that law enforcement agencies provide documentation that equipment purchases be used in the support of counter -drug activities. Therefore, the Mobile Command Centers will be used by both the Police and Fire Department. The Mobile Command Centers will also serve as a redundancy for each other in the event of a failure and will be built to complement each other and provide for a multidiciplinary mobile command venue. This multidiciplinary command is in the spirit of all first responder operations in today's response environment. The Mobile Commander Centers will be operated by Incident Commanders to conduct on-sceneplanning, crisis management, and consequence management of major police events. The Mobile Command Centers will also serve as backup communications centers in the event the central Communications Unit located at the Police Headquarters Building is inoperative or abandoned. Furthermore, the new multidisciplinary approach coming from the Department of Homeland Security has integrated Fire with law enforcement. The Department of Fire -Rescue will be assigning staff at the new Terrorism Early Warning (TEW) point which will be co -located with the Federal Bureau of Investigation's (FBI's) Regional Information Center (RIC), and the High Intensitity Drug Trafficking Agency (HIDTA) Task Force. Miami Fire -Rescue will have a liaison assigned to the TEW/RIC/HIDTA because it is how these types of incidents will be handled in the future. The theory is that all crimes including drug crimes are part and parcel of clandestine support for Terrorism. The two Mobile Command Center purchased are being partially funded by the Urban Areas Security Initiative Grant Program II, and the Police Homeland Defense Preparedness Bond.
