Dear Ms, Medina:
Subsequent to our April 2, 2004 review comments of the "February 2004 Updated
Report" for the subject project, we have had a variety of contact with the applicant,
Including:
• Attending the Large Scale Review meeting on April 20, 2004
• Reviewing a "Second Update March 2004 Report" in May 2004
• Attending the Planning Advisory Board meeting on May 19, 2004
• Conducting a methodology teleconference on May 20, 2004
• 'Receiving the "Permit Set" site plan information dated May 28, 2004 and the
October 2002, Alternative V: No Relocation of MetroMover preliminary roadway
plans in the Dupont Plaza Traffic Circulation PD&E Study prepared by David
Plummer and Associates (DPA) in June 2004
• Convening a comprehensive methodology progress meeting on June 17, 2004.
We have reviewed a "Update June 2004 Report" complete resubmittal, which we
received on June 21, 2004, along with the site plan detail sheet (dated April 6, 2004)
and additional site plan garage details. We have also received the following revisions to
the "Update June 2004 Report":
• Page 3 — Planned Roadway improvements
• Page 12 -- Figure 5 — Year 2007 PM Peak Hour Total Volume
• Page 15 — Table 3 — PM Peak Hour Traffic Volume At Study Locations
• Page 16 — Table 4 — PM Peak Hour Level of Service At Study Locations
• Page 21 — Conclusions
• Appendix B — 15 separate HCS analyses.
At this time, the concerns raised in the original and subsequent review comments have
been adequately addressed. Our memo with the complete review comments and the
revised report sheets noted above are attached to this letter.

The results of the analysis are contingent upon S.E. 3rt Avenue changing from a one-
way roadway to a two-way roadway (for Tract O access). It is recommended that any
Development Order for this project require that the conversion of S.E. 3rd Avenue be
complete prior to a Certificate of Occupancy being issued for this project.
The project will function both with the required two-way conversion to S.E. 3rd Avenue,
and with the other roadway changes noted in the DPA future planned area roadway
network. It is our understanding that the applicant will continue to work closely with
DPA regarding future changes, particularly with respect to the section of S.E. 2�
Avenue between S.E. 2nd Street and S.E. 3r Street.
Given the location of the project within the City of Miami, it is recommended that the
driveway restrictions, truck restrictions, delivery time restrictions, and garage gate
station locations noted in the attached memo be included as cornmitments in any
Development Order prepared for this project. It is further recommended that the TCM
plan developed for this project be subject to Section 14-182 of the City Code.
The revised analysis notes that under future conditions with project, two intersections
will deteriorate to LOS F. The analysis further indicates that signal timing modifications
will improve the LOS at these intersections to be within the LOS E threshold. Such
timing modifications are anticipated to be implemented at the same time as the rest of
the DPA future roadway network changes are made.
