ReviseTraffic Impact Analysis — 700 Biscayne Boulevard INTRODUCTION Royal Palm Communities, Inc. is proposing to construct a mixed -use development (700 Biscayne Boulevard) located between NE 7th Street and NE 8th Street west of Biscayne Boulevard in Miami, Florida. The project is also referred to as Paramount Park. The project is planned for a maximum of 475 high-rise residential condominium units, 6,000 square feet of retail space, a 125 room hotel, and an 8,000 square foot restaurant. The project site is currently vacant. Figure 1 depicts the location of the project. Kimley-Horn and Associates, Inc. has completed this revised traffic impact analysis for submittal to the City of Miami as part of the Major Use Special Permit (MUSP) application. The purpose of the study is to assess the project's impact on the surrounding transportation network and determine if adequate capacity is available to support future demand. The revised traffic impact analysis incorporates comments provided by the City of Miami's traffic consultant (URS Southern Corporation) provided on January 4, 2005. The study's methodology is consistent with the requirements outlined by the City of Miami for traffic studies. This report summarizes the data collection, project trip generation and distribution, and capacity analyses. A methodology letter outlining the study parameters was submitted to and approved by the City of Miami traffic engineering consultant. Methodology correspondence is included in Appendix A. Revise(' Traffic Impact Analysis — 700 Biscayne Boulevard DATA COLLECTION A study area was examined for this traffic impact analysis commensurate with the anticipated increase in traffic associated with the project. The study area consists of principal roadways within the Central Business District Corridor. The following principal roadways were included: • Biscayne Boulevard • NE 2nd Avenue • NE et Avenue • NE 5th Street/NE 6th Street • NE 8th Street Biscayne Boulevard is a multilane, divided, urban principal arterial with four (4) lanes in the northbound direction and three (3) lanes in the southbound direction. NE rd Avenue is a one- way (southbound), three -lane arterial. NE 1st Avenue is a one-way (northbound), three -lane collector. NE 5th Street is a predominantly three -lane, one-way (eastbound) collector. NE 6th Street is a predominantly three -lane, one-way (westbound) collector within the study area. NE 8th Street is an undivided, two-lane (bidirectional) collector roadway within the project area. The study area peak hour was deteziuined to be from 5:00 P.M. to 6:00 P.M. All traffic count data is included in Appendix B. The FDOT seasonal adjustment factor was applied to the traffic counts to adjust the traffic to peak season volumes. The appropriate peak season conversion factor for the week in November when the traffic counts were collected is 1.01. The conversion factor table is provided in Appendix B. 72-hour traffic volume counts were collected on all study corridors in the vicinity of the project site. Using the study area peak hour of 5:00 P.M. to 6:00 P.M., an average P.M. peak hour volume was determined for each corridor. The P.M. peak hour vehicular volumes were converted to person -trip volumes assuming the 1.4 persons per vehicle. Additionally, MDT staff was contacted to obtain the P.M. peak hour ridership data for transit routes associated with the study corridors. Ridership data for the routes operating along the study corridors were collected and included in the existing person -trip volumes. Figure 3 presents the 2004 peak season transportation corridor volumes (person -trips including transit riders) and peak season turning movement volumes at the study intersections. Revised Traffic Impact Analysis -- 700 Biscayne Boulevard CAPACITY ANALYSIS METHODOLOGY Level of Service Standard Level of service (LOS) is the traffic performance measure generally used in traffic impact analysis. Levels of service range from LOS A (free flow with negligible delays) to LOS F (heavily congested with long delays). The City of Miami has adopted LOS E as its minimum level of service standard. Transportation Corridor Level of Service Methodology Transportation corridor traffic conditions were examined applying the methodology outlined in the Miami Comprehensive Neighborhood Plan. This methodology considers the person -trip capacity (including transit) for transportation corridors rather than evaluating only the vehicular roadway capacity. Level of service analyses were performed to assess the capacity of the transportation corridors evaluated in this study based on a comparison between person -trip volume and person -trip capacity within the corridors. The analyses of person -trip volumes and person -trip capacities account for both passenger vehicle and transit service within the corridors. Tables 1 and 2 illustrate the level of service thresholds for each study corridor. The corridor level of service thresholds, measured in volume (v) to capacity (c) ratios, were developed from the 2002 version of FDOT's Quality/Level of Service Handbook. Revisct Traffic Impact Analysis — 700 Biscayne Boulevard EXISTING CONDITIONS (2004) CAPACITY ANALYSIS Transportation Corridors Vehicular roadway conditions and transit ridership were examined to determine the current level of service for the transportation corridors examined in this study. Table 3 presents the unadjusted 2004 P.M. peak hour directional traffic volumes, seasonal adjustment factors, and the 2004 peak season P.M. peak hour directional traffic volumes for the study corridors. Existing transit conditions were examined considering the ridership on and capacity of the Miami -Dade Transit (MDT) bus service operating in the corridors. MDT staff was contacted to obtain the P.M. peak hour ridership and capacities for the bus routes. Average transit ridership and capacities were determined from the data provided. Eighteen (18) Miami -Dade Metrobus Routes presently serve the Biscayne Boulevard, NE 1st Avenue, NE 2" Avenue, NE 5th Street, and NE 6th Street corridors adjacent to the project site during the P.M. peak hour. No MDT transit routes operate along the NE 8th Street corridor. MDT staff indicated that the bus routes on each corridor use several different transit vehicle types on the same routes with variable capacities. The total transit vehicle capacity includes both seating and standing capacity. For purposes of this analysis, an average capacity for each route was deteiiiiined using data obtained from Miami -Dade County. The ridership capacities for the bus routes were calculated for the P.M. peak hour using the appropriate headways and capacities. Ridership capacities for routes with variable peak hour headways were determined by calculating the average number of buses passing the site during one (1) hour of the peak period (4:00 P.M. to 6:00 P.M.) Metrobus and Metromover route schedules and headway calculations are included in Appendix D. Tables 4 through 6 summarize the transit capacity provided by the routes. The data reflects typical ridership on the routes over the most recent three years. Tables 4 through 6 also present the existing P.M. peak hour ridership on the routes, and the ridership data is also included in Appendix D. In order to determine person -trip level of service for the study area's transportation corridors, total person -trip volumes (vehicular and transit) were compared to the total person -trip capacities. The person -trip volume to capacity (vie) ratios were compared to the person -trip v/c level of service designations outlined in Tables 1 and 2. Table 7 presents the existing transportation corridor level of service. The transportation corridor vehicular capacities presented in Table 7 were derived from FDOT's 2002 Quality/Level of Service Handbook and the Miami -Downtown DRI. As indicated in Table 7, the transportation corridors have excess person -trip capacity during the P.M. peak hour and operate at acceptable levels of service. The background traffic volumes are the sum of the existing traffic and additional "background" traffic to account for expected traffic growth in the study area. Background Area Growth The most recent five (5) years of FDOT historical count information was obtained for two (2) FDOT count stations along Biscayne Boulevard. The growth rate analysis resulted in a growth rate of -1.4 percent (-1.4%) south of the project location and 1.69 percent (1.69%) north of the project location. Therefore, a compound growth rate of one (1) percent was applied annually to traffic counts to attain future (2006) background conditions. Historical traffic count data and growth trend calculations are included in Appendix C. Committed Developments City of Miami staff was contacted to determine if any projects that have been approved but not yet completed in the vicinity of the project site should be accounted for in this analysis. This project proposes to develop the site with maximum of 475 high-rise residential condominium units, 6,000 square feet of retail space, a 125 room hotel, and an 8,000 square foot restaurant. The buildout of the project is expected to occur in 2006. Project Access The site will access NE 8t'' Street west of Biscayne Boulevard via one (1) full access driveway. This driveway provides access to the proposed traffic circle providing a valet/pick-up/drop off area. The parking garage entry/exit is proposed to access NE 2nd Avenue south of NE 8th Street. An additional driveway is proposed along NE 7t Street; this driveway is designated for service vehicles. Trip Generation Existing and proposed vehicular trip generation for the project was calculated using rates and equations contained in the Institute of Transportation Engineers' (ITE) Trip Generation, Seventh Edition. The proposed land use trip generation was determined using ITE Land Use 232 (High - Rise Condominium/Townhouse), ITE Land Use 814 (Specialty Retail Center), ITE Land Use 931 (Quality Restaurant), and ITE Land Use 310 (Hotel). Project trips were estimated for the P.M. peak hour. As Table 9 shows, the proposed land uses generate approximately 257 net new external vehicular trips during the P.M. peak hour. Therefore, the average pass -by rate for ITE Land Use Code 820 (shopping center) was applied (34 percent). The average pass -by rate for ITE Land Use Code 931 (quality restaurant) is 44 percent (44%). ITE trip generation assumes a vehicle occupancy rate of 1.2 persons per vehicle; however, the City of Miami has determined that 1.4 persons per vehicle are more appropriate for the local area. A transportation corridor capacity analysis was perfoii ed examining person -trip volumes and capacity for total (2006 with project) conditions. Intersection capacity analysis was performed at the four (4) study intersections for both 2006 conditions both with and without project traffic. Table 11 presents the results of the transportation corridor capacity analysis for the 2006 P.M. peak hour traffic conditions. As indicated in Table 11, the corridors have sufficient capacity and are expected to operate at acceptable levels of service (LOS E or better). Table 12 presents the results of the intersection capacity analysis for 2006 P.M. peak hour with and without project conditions. As Table 12 indicates, the westbound approach at the unsignalized intersection of NE 2" d Avenue and NE 8th Street operates at LOS F. This result is common where a stop -controlled sidestreet intersects with a high -volume major street. Vehicles performing a left -turn movement on NE 8th Street at NE 2nd Avenue, which is a relatively low volume (85 vehicles during the peak hour), can proceed south via the signalized intersection on Biscayne Boulevard as an alternate route. Revissvd Traffic Impact Analysis —700 Biscayne Boulevard PROJECT DRIVEWAY QUEUING ANALYSIS As previously indicated, three (3) driveways are proposed to provide access to the project site. The project driveway along NE 7th Street will provide access for service vehicles only. Nominal traffic volumes are expected at this driveway during the P.M. peak hour. A full access driveway is proposed to provide access to the project's formal entrance area via a traffic circle. The traffic circle will be utilized for a valet, drop-off, and pick-up area. The proposed traffic circle has an outside diameter of approximately 80 feet and a pavement width of approximately 24 feet. It is estimated that more than eight (8) standard passenger vehicles can be queued along the outside curb within the traffic circle while still allowing circulating vehicles to pass to the inside radius. It is our opinion that this vehicle queue storage is adequate for the proposed development. An additional full access driveway is proposed along NE 2nd Avenue south of NE 8th Street. The full access driveway will provide access to the parking garage facility. The development plan proposes to utilize the parking garage facility for private residents and valet parking. No public parking (other than valet) will be provided within this facility. According to the trip generation analysis, the development is expected to generate 279 net external vehicular trips (entering and exiting) during the p.m. peak hour. Approximately 171 net external vehicular trips (61 percent) are expected to enter this site during this time period. It should be noted that all entering traffic (resident and valet) will utilize this driveway entrance to the parking garage. Residents and valet drivers will access the gated driveway by way of a proximity card reader. The typical service rate for an entry gate controlled by a proximity card reader adjacent to an entering sharp turn is 275 vehicles per hour. Assuming 171 entering vehicles during the p.m. peak hour, the expected 90th percentile queue is 3 vehicles. Assuming 25 feet per vehicle, the recommended reservoir distance is 75 feet. Miami -Dade County provides public transit in the form of the Metrobus, Metrorail and Metromover in close proximity to the project site. In addition, other measures of transportation control can be used by the developer to encourage people to use public transportation, promote bicycling and walking, encourage carivanpooling and offer alternatives to the typical work day hours. Examples of these incentives include, but are not limited to: • Provide transit subsidies for employees and residents of the site • Provide transit kiosks and information centers within the site, including route schedules and maps • Provide convenient and secure areas for bicycles The applicant intends to make the site pedestrian- and transit -friendly and will incorporate several of these features into the site. Revised Traffic impact Analysis —700 Biscayne Boulevard CONCLUSIONS This traffic impact study assessed the impacts of the 700 Biscayne Boulevard mixed -use project on the surrounding transportation network. The analysis was conducted in accordance with the City of Miami requirements and included data collection; project trip generation, distribution, and assignment; transportation corridor and intersection capacity analysis. This revised traffic impact analysis incorporates comments provided by the City of Miami's traffic engineering consultant (URS Southern Corporation) provided on January 4, 2005. Transportation corridor capacity analyses and intersection capacity analyses were performed for the existing 2004 peak season conditions. Results of the analyses demonstrate that the transportation corridors and intersections in the vicinity of the project site currently have sufficient capacity and operate at acceptable levels of service. Trip generation calculations indicate that the project is expected to generate 221 additional net new vehicular trips and 309 additional net new person -trips during the P.M. peak hour. These trips were assigned to the roadway network based on a cardinal trip distribution obtained from the 2005 Cost Affordable Plan. Capacity analyses were also performed for the future (Year 2006) with project conditions. Results of these analyses demonstrate that the transportation corridors will continue to have sufficient capacity and operate at acceptable levels of service. The results of the capacity analyses indicated that the signalized study intersections are expected to operate at acceptable levels of service. The westbound approach at the unsignalized intersection of NE 2nd Avenue and NE 8tn Street is expected to operate at LOS F with or without project traffic. This result is common where a stop -controlled sidestreet intersects with a high -volume major street. Vehicles performing a left -turn movement on NE 8t Street at NE 2nd Avenue (only 85 vehicles during the peak hour) can access the signalized intersection on Biscayne Boulevard to travel south. The proposed project driveways are expected to operate adequately. Sufficient reservoir area will be provided at proposed gated entry to the parking garage. The development plan proposes 852 (+/-) parking spaces within the parking garage facility. The required number of parking spaces according to the City of Miami Code is 595 parking spaces. The following corridors were identified for analysis: • Biscayne Boulevard • NE 2nd Avenue • NE 1st Avenue • NE 5th Street • NE 6th Street • NE 8th Street Data Collection PM peak hour turning movement counts will be conducted at the previously identified study intersections. 72-hour machine counts will be conducted on the identified corridors. All traffic counts will be adjusted to reflect peak season conditions using the appropriate FDOT adjustment factors. Capacity Analysis Capacity analyses will be conducted for the PM peak hour at all identified intersections and corridors. Intersection analyses will be performed using the Highway Capacity Manual (HCM) methodology. Corridor analyses will be conducted using information from the Miami DRI-II (i.e. person -trip capacity) and the FDOT Quality/LOS Handbook. Capacity analyses will be conducted for Fri Kimley-Horn and Associates, Inc. • Mr. Rajendran Shanmugam, P.E. November 16, 2004, Pg.3 three (3) scenarios: existing, build -out (2006) without project, and build -out (2006) with project. In addition, all project driveways will be addressed in this analysis with respect to access (controlled/uncontrolled) and queuing. Site parking information will also be provided in the report. Documentation The results of the analysis will be summarized in a report. The report shall include all necessary supporting documents including signal timings, lane geometry, and software output sheets.
