HomeMy WebLinkAboutsummary formAGENDA ITEM SUMMARY FORM FILE ID: 05 " 0 4. 3 1 Date: 4/14/2005 Commission Meeting Date: 5/26/2005 Requesting Department: Fire -Rescue District Impacted: All Type: ® Resolution ❑ Ordinance ❑ Emergency Ordinance ❑ Discussion Item ❑ Other Subject: Fifth Amendment and Extension to DavisLogic Inc., dlb/a All Hands Consulting Contract Purpose of Item: Resolution amending Motion No. 05-00089, adopted on February 24, 2005, to provide an additional extension of 60 days to the 90 days previously granted by the Miami City Commission on aforementioned date, extending Agreement with DavisLogic Inc., d/b/a All Hands Consulting ("DavisLogic") , for Comprehensive Emergency Planning and Terrorism Preparedness Planning and Training Services, for a total contractual period of 150 days and increasing the total compensation by an amount not to exceed $956,980, from $2,761,269 to $3,718,249, to include Part G Services for the Department of Fire -Rescue and all City Departments involved in the UASI Grant Program III, subject to certain limitations; authorizing the City Manager to execute a Fifth and Final Amendment, in substantially the attached form, between the City of Miami and DavisLogic for the additional "Part G" scope of services and compensation increases. Funds for this increase will be allocated from the UASI Grant Program III (FY 2004) Project No. 110143, Account Code No. 280911.6.270, subject to budgetary approval. Background Information: Page 1 of 3 On February 24, 2005, the City Commission rejected all proposals received in response to Request for Qualifications (RFQ) 03-04-153 to provide Homeland Security and Emergency Management, Planning, Training and Management Consulting Services. The City Commission further instructed the City Manager to re -issue said RFQ and incorporate the recommendations made by the City Commission. While this process proceeds, and until a contract is finalized, the Department of Fire -Rescue and all other City departments need continuity of services consistent with the overall scope of work for terrorism preparedness planning and training services to ensure the success and completion of the Homeland Security Strategy. In compliance with the UASI III grant, the proposed "Part G" services are crucial to continue to strengthen the City's abilities to respond promptly as danger threats, to save life and protect property, and to provide relief from suffering and deprivation. In addition, the continuations of these services are essential in ensuring that Miami and the Southeast Florida region achieve compliance with the National Incident Management System (NIMS). NIMS compliance is required for future grant funding eligibility. To qualify, the City of Miami must develop and administer a NIMS into its existing comprehensive training programs and exercises by September 30, 2005. The NIMS provides a consistent, flexible and adjustable national framework within which government and private entities at all levels can work together to manage domestic incidents, regardless of their cause, size, location, or complexity. This flexibility applies across all phases of incident management: prevention, preparedness, response, recovery and mitigation. DavisLogic Inc., d/b/a All Hands Consulting ("DavisLogic") is currently working to ensure NIMS compliance by providing services to institutionalize Incident command System (ICS) and launch activities to use of ICS for response operations. These services are being provided throughout the four county Southeast region. Due to the aggressive UASI III Grant Program deadlines it has been determined that DavisLogic is the most practicable firm to develop said service as DavisLogic has performed the work necessary to conduct assessments and to develop the strategy of the Citywide Comprehensive Emergency Management Program. It is recommended that the Commission amends Motion No. 05-00089, adopted on February 24, 2005, to provide an additional extension of sixty (60) days to the ninety (90) days previously granted by the City Commission on said aforementioned date, extending the Agreement with DavisLogic Inc., db/a/ All Hands Consulting, for comprehensive emergency planning and terrorism preparedness planning and training services, for a total period of 150 days and increasing the contract in an amount not to exceed $956,980, thereby increasing the total compensation amount from $2,761,269 to $3,818,249. Failure to provide these services on a continuing basis will result in a disruption to the UASI program which will jeopardize both public safety and the City's ability to apply for future grants.
