All Hands Consulting will provide Urban Area Security Initiative (UASI) Project
Management and Planning Services to begin immediately upon contract execution. The
projected length of time required to deliver services is ninety days
I. Planning Support
A. Provide Ongoing UASI Project Management and Coordination
B. Support the RDSTF Functional Working Groups
C. Finalize and Maintain the Region Seven Terrorism Response Plan (TRP)
D. Update the Miami Terrorism Response Plan, incorporate Police and Fire
Response Procedures.
E. Support the City of Miami Emergency Management Program
F. Support National Incident Management System (NIMS) Compliance Planning
G. Support Miami -Dade Office of Emergency Management Planning
H. Develop Coral Gables Comprehensive Emergency Management Plan (CEMP)
I, Support Region Seven Jurisdictions in Project Management
J. Support Region Seven Jurisdictions Planning Efforts
K. Prepare Contractor Team Transition Plan and Debrief Project Team
L. Provide Special Project Support (Example: Support UASI participation in State
Working Group activities)
II. Exercise Support
A. Maintain and Update the Three -Year Exercise Plan
B. Conduct Full Scale Exercise (Improvised Explosive Device Scenario) and
Prepare After Action Report
C. Provide Exercise Support to Region Seven Jurisdictions
III. Equipment Support
A. Support selection and procurement of equipment
B. Develop Equipment Sustainment Plan
