Review Comments:
Technical Sufficiency Items
1. In accordance with Rule 66B-2.005(3), the applicant must delineate any and all pre -agreement
expenses. These expenses cannot exceed 50% of the total project costs. In addition, only '/2 of pre -
agreement expenses are eligible for FIND funding (or applicant's costs consideration). Please revise
the applicable sections of your application (i.e. Attachments E-3, E-4, and E-5) to reflect any change
in eligible FIND funding,
2. In accordance with Rule 2.005(7)(a), your project appears to be eligible for only 50% FIND cost -
share reimbursement. Please revise your submitted Attachment E-5, Project Cost Estimate (Form
#90-25) (and E-3, as applicable) to reflect a maximum 50% FIND cost share or provide detailed
evidence of sedimentation control, 20-year maintenance interval or cost-effective measures that will
satisfy the requirements of this rule. In addition, please depict all areas to be dredged.
3. Pursuant to Rule 2.006(3), please submit a fully executed Resolution Form #90-11 (Attachment E-6).
4. Pursuant to Rule 66B-2,008(1)(d) & 66B-2.008(3), the applicant is responsible for obtaining and
abiding by any and all federal and state permits or exemptions for project construction. Please submit
copies of your ACOE, WMD and FDEP permits or exemptions. These permits are required by the
District's final TRIM hearing (tentatively scheduled for September 23, 2005).
5. In accordance with Rule 66B-2.008(4), Public Marina Qualifications, please provide written
verification that a minimum of 10% of available boat slips is designated for transient vessels, that
sewage pumpout facilities will be part of the completed project, and that revenues generated by this
facility are exclusively allocated to the ongoing operation, maintenance and improvement of the
facility.
Information Items:
1. Please note that the maximum assistance funding available to the Miami -Dade County area
through this program this year is approximately $4,220,231. The total amount of funding
assistance requested from the Miami -Dade County area at this time is $4,585,110. We will be
asking you later in the process, if necessary, to work with your local FIND Commissioner to
assist in the prioritization of the applications to meet the funding limitation.
2. Note that due to the significant resources necessary for the District's primary mission (maintenance
of the Intracoastal Waterway) within the next few years, the overall grants program budget may be
subject to additional funding reductions through subsequent Board actions.
3. Please note that the District Board may request additional information if your application is
determined to be complete and you make a project presentation in June.
