Resultantly, six (6) of the existing sweepers, which are 1994 models, should have minimally been replaced in FY'2001. The composition of this equipment consist of two types of sweepers which are Elgin Geo/Vac and Elgin Pelican Sweepers. Each of these sweepers have approximately 20,000 miles and the average life span of a street sweeper is 10 years depending on the level of wear and depreciation. The department requires a minimum of 10 sweepers for daily required sweeps of roadways and thoroughfares citywide. On any given day the equipment status for street sweepers vary between 6 - 8 sweepers to provide service throughout the city and very rarely are there any available spares. The ongoing need for equipment creates a constant dilemma and strain on the daily operation relative to the deployment of equipment. The average availability of street sweepers for FY'04 relative to down time and garage repair has been 40% - 50%. This equipment purchase is needed as a result of failing equipment and the inordinate average downtime of our current sweepers. The new sweepers will be used by the Operations Division of the department to provide required street sweeping, road maintenance, litter control and pollution prevention programs. Additionally, this equipment will be used in the continuous efforts to keep the City's rights -of -way free of garbage, trash, litter and all other waste material which may contribute pollutants to the environment through catch basins, culverts, drainage basins, sewers, shorelines and/or waterways. Street sweeping is provided seven (7) nights per week along arterial roadways and main commercial corridors throughout the city including weekly sweeping of the produce area in Upper Wagner Creek. Daily street sweeping routes (5/days per week) have been added to the Mayor's Cleanup Program Campaign Initiative to enhance the city's commitment to cleaner neighborhoods by providing street sweeping services to residential communities wherein curbs and gutters are maintained city wide. Additionally, these services allow the Departments of Solid Waste and Public Works to meet the state mandates for the annual permit requirements and funding for Roadway Maintenance Programs in municipalities. It is imperative that the FY'05 fleet replacement program initiative, for the department, is met and essential to the progressive move toward becoming a more efficient and effective entity. Additionally, the department has been charged with the responsibility of playing a key role in assisting in improving the quality of life issues that exist in our communities by providing the essential services that are rendered on a daily basis. HOW PURCHASE EQUATES TO SAVINGS ANNUAL MAINTENANCE COST PER SWEEPER X 4 YRS. $ 16,158.00 / YEAR AMORTIZED COSTS OVER ANNUAL SAVINGS PER OVER 10/YR. LIFE SPAN SWEEPER S 12,107.00 / YEAR $ 4, 051.00 / YEAR Background Information: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the purchase of six (6) Elgin Pelican SE Street Sweepers, per specifications. Formal bidding procedures were followed (Bid # 04-05-025) and one (1) vendor submitted a proposal for said item. The bid will be awarded to Environmental Products of Florida, a non -minority , non -local vendor, located at 1158 Elboc Way, Winter Haven, FL 34787 (407-798-0004). The Department of Solid Waste has a tremendous need for this equipment and it will be utilized by the department's Operations Division. This purchase will enhance the existing failing fleet of this specialized equipment and specifically replace the following six (6) 1994 street sweepers (#220011- ; #220012;#220014; #220016; #220017 and #220018) that were procured at approximately $95,000.00 each. The maintenance cost for FY12000 - FY'2004 (see attachment 1) for this equipment has been approximately $387,803.00 (which equates to approximately $16,158.00 per sweeper/per year x 4 years). The average resale value for a sweeper ten (10) years old or more is an estimated $1,200.00 - $1,500.00. Pursuant to rigorous repairs and refurbishing it has been assessed by the mechanics of the Fleet Division of the Department of General Services Administration that this equipment is no longer financially feasible to repair. Resultantly, it has been recommended by GSA, the maintenance arm of the city, that it is essential to pursure the procurement of said equipment to ensure a full working fleet of street sweepers necessary to provide the efficiency level required for continuted daily services citywide. In an ongoing effort to meet the department's aggressive fleet replacement program over the next five (5) years (see attachment 2) it is recommended that this purchase is approved.
