Do not answer with more than three sentences. All applicants will answer the first part of the form, which includes questions 1 through 11. Each applicant will then complete the questions in one and only one attachment according to the. applicant's project type. The applicant should determine his project type (if the project incorporates more than one project type) by determining which project type is dominant in terms of project cost. The attachments that are not applicable to an applicant's project should not be included in the s bmitted application. APPLICATION TITLE: Bicentennial Park Shoreline Stabilization Project — Phase III APPLICANT: City of Miami CATEGORY RATING & RATING POINTS POINTS AVAILABLE EVALUATION CRITERIA PRIORITY LIST List the PRIMARY category for which this project will be considered (Applicant should refer to Attachment • C in the application to determine project priority list ranking. The application may only be of one type based upon the dominant costs of the elements of the project.) This project responds to Florida Inland Navigation District's (FIND) public shoreline stabilization criteria; Rank 414 on the priority listing. It completes the seawall on City owned properties on the Intracoastal Waterway and the FEC slip at Bicentennial Park that have been funded, in part, by FIND. The project supports future work by Miami Dade County on its seawall adjacent to the City's property along the Intracoastal Waterway. (For reviewer only) Max. How does the project relate to the Intracoastal Waterway and the mission of the Navigation District? WATERWAY RELATIONSHIP Explain the relationship of the project to the Atlantic Intracoastal Waterway. Describe how the project will benefit the Navigation District's Waterways. The project site is located along the Intracoastal Waterway on the southern shoreline of the FEC slip, south of Miami's downtown Bicentennial Park. These Intracoastal waters provide the turning basin for cruise ships as well as attract local and visiting recreational boaters. Given the area's importance to commercial and recreational navigation, any failure of the seawall which provides stabilization of the shoreline, poses risks to mariners from an eroding shoreline and damage to marine habitats from storm water outfalls. Segments of thc existing seawall have already failed. The rest are damaged and likely to fail with the next storm. The completed seawall will offer protection against storm surges keeping navigable waters of the Intracoastal Waterway free from debris and contaminated outflows from land. PUBLIC USAGE & BENEFIT Discuss the regional public benefits and access to be provided by the project, the 'local benefits and public; access offered by the project, and estimate the amount of total public use. The Intracoastal Waterway offshore from downtown Miami has regional and Atlantic seaboard importance given the volume of commercial shipping, cruise line traffic, and recreational boating in these waters. Further, this volume includes transient vessels seeking shelter during storms from other locations in the District and wintering boaters from other states on the Atlantic Intracoastal Waterway. Locally, for Miami and South Florida, the project is the final critical clement for a redevelopment of Bicentennial Park as a multi -purpose recreational amenity that provides public access to the Bay, outdoor recreation, with cultural and learning opportunities at two museums within the park. The seawall will support these and other activities that bring visitors and residents to downtown and the Biscayne Bay shoreline, the Performing Arts Center, a public plaza at the west end of the FEC Slip and other regional attractions. In addition two 50-story residential towers arc being construtcd within 2 blocks of the project, which will further increase the number of people accessing the Biscayne Bay shoreline in this area. Consequently, the stability of the shoreline by the seawall becomes critical given the increased number of persons living or visiting this bayfront area. The existing structures would provide insufficient protection to the public during a major hurricane event. (1-5 points) (5) Does the project demonstrate regional benefits and can residents from other counties of the District reasonably use the project? 2 — DRAFT 1-19-05 TIMELINESS Describe the timeline and current status of the project. Briefly explain any unique aspects of this project that could influence the project timeline (as presented in Attachment E-8). The City contracted Edwards and Kelcey to design the proposed shoreline stabilization project. This work is a continuation of the Bicentennial Park/FEC slip seawall replacement project and is included in the project milestones for Bicentennial Park redevelopment. Phase 1 construction is scheduled for completion in early 2005 and Phase II construction is scheduled to begin in spring 2005. This project serves as Phase Ill (the final phase) for work on the City owned seawall. (See timeline for details on planned work products and activities,) Phases I and II construction is on time or ahead of schedule and no delays are anticipated for Phase III, (For reviewer only) (1-3 points) (6) Has the applicant presented a reasonable and effective timeline for the completion of the project? COST- EFFECTIVENESS List any additional funding sources, the corresponding amount of funding, and the status of the additional funding that will be utilized to complete this project. Describe any methods to be utilized to increase the cost efficiency of this project. The City of Miami has irtitgtte: `,20from a voter -approved issuance of Homeland Defense(Neighborhoad Improvement bonds to this third stage of a multi -stage seawall reconstruction program for the Bicentennial Park - American Airlines Arena area. (see Budget). The scale of this project and the need to use a diversity of funding sources requires that it be divided into stages. The severely damaged seawall at the southeastern corner of Bicentennial Park was addressed through Phase I, construction of seawalls around the western end of the FEC slip were addressed in Phase II, and Phase III completes this project addressing the severely damaged seawall at the southeastern corner of the FEC Slip on the Intracoastal Waterway as well replacing substandard rock rubble on the southern edge of the EEC slip. It also replaces the substandard rock rubble an the south edge of the FEC slip with a functioning seawall. This project protects the Intracoastal Waterway from infill of potentially contaminated sediment from a callapse of the existing seawall. In addition, this final phase of the City of Maimi shoreline protection project connects to the adjacent Miami -Dade County shoreline protection project. Miami -Dade County has secured initial funding to continue replacement of the seawall along the Intracoastal Waterway east of the American Airlines Arena. Consistent with past proposals to FIND, such.as Margaret Pace Park Public Waterfront Enhancement project and Phases I and II of the Bicentennial Park Shoreline Stabilization project, the City is committed to constructing and maintaining a safe downtown for City residents and a workable, navigable waterway. The funds requested from FIND will allow the City to work towards a new, rebuilt seawall which will last for many more years benefiting the City, the vessels on the intracoastal and maritime facilities in the area. Describe any unique design aspects of this project that enhance public usage or access, decrease environmental Impacts, improve water quality or reduce costs. The design stage is complete and the project is now in the permitting stage. The existing seawall is being left in place to hold material from collapsing into the bay while the replacement wall is constructed as close to existing wall as feasibibie. A cantilever design is being used to avoid excavation for tie -backs. Tie -back excavation could encounter unknown obstructions that might cause project delays. Construction of the remainder of the seawall is being located landward of MHW to reduce impacts to the water environment. Standard upland erosion control measures will be installed as required to control erosion from the upland area into the bay. Turbidity control measures will include the use of a silt curtain at the FEC slip/Biscayne Bay boundary and around the portion of work on the Intracoastal Waterway. Are there unique beneficial aspects to the proposed design? CONSTRUCTION TECHNIQUES Briefly explain the construction techniques to be utilized for this project. The construction technique of this project is a cantilever design with steel sheet piling. yaltertpatitgl steel sheet pile driving equipment will be used for installation of the seawall and clean aggregate / lime rock backlit' be placed behind the new seawall segments and compacted. This technique is more efficient for public design, it will control soil release into the waterway, save land space and be less intrusive. Materials to be utilized for this project are as follows: Steel sheet piling with corrosion protection (design life-50 years), reinforced concrete pile caps (design life--50 years), and granular aggregate and lime rock backfill (design life-75 years).
