The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing, ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for after school educational programs and activities in parks as
described below:
The Department respectfully requests such recommendation, finding and authorization in
order to proceed with executing an agreement with Amigos Together for Kids, Inc. a
Florida not -for profit corporation, to provide for the use of certain areas within Jose Marti
Park, located at 353 S.W. 4th Street, in order to provide after school educational programs
and activities.
During the previous year, Amigos Together for Kids, Inc. has demonstrated its
qualifications and capacity to serve the City through the following;
1. Amigos Together for Kids, Inc. is a local non-profit corporation dedicated to
serving the youths of the East Little Havana and Little Havana Neighborhoods.
2. The organization provides after school services to approximately 75 children daily
at Jose Marti Park,
3. The organization provides homework assistance to children from the 1st grade to
the 6th grade levels.
4. The organization provides computer training skills to children of all levels.
5. The organization has provided educational field trips on a regular basis
throughout the school year.
6. Staff from the organization provides beverages and snacks to all its participants
and provides assistance to Jose Marti Park personnel in the maintenance of the
new building.

For the reasons stated above, as required by Section 18-86(3)(c) of the code of the City of
Miami, the Department of Parks and Recreation (1) recommends the execution of an
agreement with Amigos Together for Kids, inc. for the use of certain areas within Jose
Marti Park for the provision of after school educational programs and activities, and (2)
finds that competitive negotiated methods are not practicable or advantageous for said
purposes.
If these recommendations and findings meet with your approval, please indicate by
signing below. This legislation item will be placed on the agenda for April 14, 2005
City Commission meeting.
