Subject: Adoption of the "City of Miami Initial Streetcar Corridor Feasiblity Study, Final Report, A.ppl
2005" and authorizing the City Manager to begin the initial implementation of Study recommendations.
Purpose of Item:
Authorization to adopt the attached resolution for the adoption of the "City of Miami Initial Streetcar
Corridor Feasibility Study, Final Report, April 2005" and authorizing the City Manager to begin
initial implementation of the Study recommentations consisting of Alternatives Analysis to satisfy
Federal Transit Administration requirements for fund eligibility and selection of a design/contractor
team to provide conceptual engineering in support of the environmental approval process and
financial support services in the development of a detailed financial plan for project delivery to be
brought back for future City Commission approval prior to any final project implementation.
Background Information:
The City Manager and the Department of CIP and Transportation recommends the adoption of the
Study. The Miami Streetcar Project is a modern electric streetcar service, on rail and at grade, within
the existing roadway between Downtown Miami and the Miami Design District/Buena Vista East
Historic District. The Study was funded by the City's share of the People's Transportation Plan hal:f-
cent surtax of which twenty -percent of the annual collections to the City must be encumbered for
transit purposes. The CIP Project No. 341330, B-71215 Streetcar Project, funded the Study and will
fund, in part, the implementation of the Study's recommendations. Other funding sources are to be
secured as recommended in the funding scenarios in the Study. The estimated construction and
system costs for this initial Phase 1 are $132,255,000.
