HomeMy WebLinkAboutresolutionCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.ci.miami.fl.us File Number: 05-00381a Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ADOPTING THE ATTACHED "CITY OF MIAMI INITIAL STREETCAR CORRIDOR FEASIBILITY STUDY, FINAL REPORT, APRIL 2005" ("STUDY"); AUTHORIZING THE CITY MANAGER TO BEGIN INITIAL IMPLEMENTATION OF THE RECOMMENDATIONS OF THE STUDY, PROVIDING THAT THE INITIAL IMPLEMENTATION WILL CONSIST OF ALTERNATIVE ANALYSIS TO SATISFY FEDERAL TRANSIT ADMINISTRATION REQUIREMENTS FOR FUND ELIGIBILITY AND SELECTION OF A DESIGN/CONTRACTOR TEAM TO PROVIDE CONCEPTUAL ENGINEERING IN SUPPORT OF THE ENVIRONMENTAL APPROVAL PROCESS AND FINANCIAL SUPPORT SERVICES IN THE DEVELOPMENT OF A DETAILED FINANCIAL PLAN FOR PROJECT DELIVERY; DIRECTING THE CITY MANAGER TO PRESENT THE AWARD OF THE WORK AND AGREEMENT FOR DELIVERY OF THE. MIAMI STREETCAR PROJECT TO BE BROUGHT BACK FOR FUTURE CITY COMMISSION CONSIDERATION AND APPROVAL. WHEREAS, the City of Miami ("City") Department of Capital Improvement Projects ("CIP") and Transportation, through the Office of the City Manager, has completed the "City of Miami Initial Streetcar Corridor Feasibility Study, Final Report, April 2005" ("Study") and the City Manager recommends adoption of the Study, attached and incorporated; and WHEREAS, the Study defines the Miami Streetcar Project as a modern electric streetcar transit service, on rail and at grade, within the existing roadway along a 6.75 mile round trip loop between Downtown Miami and the Miami Design District/Buena Vista East Historic District that will be an urban circulator linking the redeveloping neighborhoods with Metrorail and Metromover and other connections in future phases of the project; and WHEREAS, the preliminary estimated construction and system costs for the initial Phase 1 are $132,255,000 which includes tracks, roadway and utility costs, a maintenance and operations facility, vehicles, Florida East Coast Railway crossings, design, construction project contingencies and the annual operating cost is estimated at $3,500,000 per year; and WHEREAS, the Study was funded by the City's share of the People's Transportation Plan ("PTP") transportation half -cent surtax of which twenty -percent (20%) of the annual collections provided to the City must be encumbered for transit purposes or revert back to Miami -Dade County for redistribution; and WHEREAS, the implementation of the Study's recommendations is to be funded, in part, by the City's share of the PTP under CIP Project No. 341330, B-71215 Streetcar Project, anticipated Florida Department of Transportation ("FDOT") grant funds and other funding sources to be secured as recommended in the funding scenarios in the Study and to be further recommended by the Design/ Contractor Team; and City of Miami Page 1 of 3 Printed On: 5/2/2003' File Number: 05-00381a _ WHEREAS, with respect to anticipated FDOT funding, time is of the essence as project priorities and funding decisions for rail discretionary and intermodal developments grants are currently under review by the Florida Secretary of Transportation and the funds will be awarded in FDOT's Fiscal Year beginning July 1, 2005 and Fiscal Year 2006-07; and WHEREAS, the City Manager will initiate selection of a Design/Contractor Team, in accordance with applicable laws and regulations, to provide conceptual engineering in support of the environmental approval process and financial support services in the development of a detailed financial plan for project delivery of which the award of the work and agreement for project delivery of the Miami Streetcar Project is to be brought back for future City Commission consideration and approval; and WHEREAS, recommendations regarding final streetcar implementation will be dependent on the outcome of the Design/Contractor conceptual engineering and financial support services in the development of a detailed financial plan for project delivery; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Study, attached and incorporated, is adopted and the City Manager is authorized to begin initial implementation of the Miami Streetcar Project and to pursue funding commitments from the external sources as identified in the Study. Section 3. The City Manager is further authorized to initiate selection of a Design/Contractor Team„ in accordance with applicable laws and regulations, to provide conceptual engineering in support of the environmental approval process and financial support services in the development of a detailed financial plan for project delivery of the Miami Streetcar Project provided that the initial implementation consisting of Alternatives Analysis to satisfy FTA requirements for fund eligibility. Section 4. The City Manager is directed to present the award of the work and the agreement for delivery of the Miami Streetcar Project to be brought back for future City Commission consideration and approval. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPROVED AS TO FORM AND CORRECTNESS/ JORG L. (2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. if the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
