SYNOPSIS OF EVALUATION COMMITTEE
The following is a synopsis of the findings of the Evaluation Committee
CSA Southeast, Inc.
The Technical Proposal and Staffing Plan portion of the submittal was a significant area of
concern. The subsection on Team's Knowledge of Project Issues and Technical Approach, as
well as the subsection on Management Approach were lacking substance and did not contain
sufficient details to demonstrate sufficient strengths in these two areas. Their submittal also
reflects a preponderance of transit and facility driven experience
The proposed key personnel, particularly the proposed Program Manager, do not appear to have
the overall expertise the City is seeking for this contract.
PBS&J
The scope of the RFP requires that the selected consultant work as part of a team with in-house
resources in meeting the requirements of the City. PBS&J's submittal did not reflect this team
approach. There approach reflected that they would be in control of all aspects including those
already performed by in-house resources. This raised concerns as to PBS&J's understanding of
the role required of the consultant.
As part of their submittal PBS&J identified an individual as their Program Manager, who is no
longer with their firm. PBS&J's loss of their proposed Program Manager has a significant impact
on their potential ability to manage this contract.
HDR Engineering. Inc.
HDR's submittal was complete and through in all aspects. HDR demonstrated a complete
understanding of the requirements, including the component of working as a team to compliment
in-house resources. HDR Engineering, Inc. proposed a strong team with a proven track record of
performance.
Based on the above the Evaluation Committee unanimously determined that HDR Engineering,
Inc. submittal a proposal that best meets the requirements of the City.
