On behalf of the Broward County Board of County Commissioners, I am attaching a copy
of the signed interlocal agreement which formalizes Broward County's participation in the
Miami Urban Area Security Initiative.
While your patience during the process has been much appreciated, I must reiterate our
protest regarding the methodology for division and allocation of these crucial funds.
Allocating these dollars by utilizing a need -based, project -driven allocation system, similar
to that employed by the State of Florida, would maximize the effectiveness of these
resources. The fact that Broward's threat profile, which has been defined as equal to that
of Miami -Dade, was not considered when funds were allocated points to a flawed system.
It is also my firm belief that as community leaders we have a responsibility to recognize our
municipalities as our partners in securing the region, and this factor should be considered
in future allocations.
The UASI program is working well throughout most of the country, where most core cities
have recognized that regional needs must be addressed to keep the core city secure. It is
my sincere hope that parochialism can now be set aside and that these precious homeland
security dollars can be maximized and used on projects that truly secure all the residents
and visitors of the sixth largest metropolitan statistical area in the nation. As members of
the Miami Urban Area, we encourage your guidance and leadership to recommend
modifications to this process that will provide a model for other regions to use as an

example of how governments can look beyond geographic boundaries and create the most
secure system possible.
