WHEREAS, the City Commission adopted Ordinance No. 12596, the Annual Appropriation Ordinance, September 28, 2004, establishing revenues and appropriations for the City of Miami, Florida, for the Fiscal Year ending September 30, 2005; and WHEREAS, it is necessary to revise certain operational and budgetary appropriations for the 'Fiscal Year ending September 30, 2005; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: . ., Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Ordinance No. 12596, adopted September 28, 2004, the Annual Appropriations Ordinance for the Fiscal Year ending September 30, 2005, is further amended in the following particulars:{1 } "Ordinance No. 12596 * * Section 5. The above appropriations for Special Revenue funds are made based on the following sources of revenues for Fiscal Year commencing October 1, 2004 and ending September 30, 2005: SPECIAL REVENUE FUNDS REVENUES All Sources $4$- $ 167.153.478 fi'OTAL SPECIAL REVENUE FUNDS $ 166,243,478 $ 167.153.478 Section 3. All ordinances or parts of ordinances, insofar as they are in conflict with provisions of this Ordinance are repealed. Section 4. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provision of this Ordinance shall not be affected. Section 5. This Ordinance is declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies and to generally carry on the functions and duties of municipal affairs. Section 6. The requirement of reading this Ordinance on two separate days is dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. Section 7.
