A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
TRANSFER OF THE DOWNTOWN MIAMI DEVELOPMENT OF REGIONAL IMPACT
("DRI) MASTER PLAN RECOVERY FEES, IN A TOTAL AMOUNT NOT TO EXCEED
$1.6 MILLION, OF WHICH APPROXIMATELY $908,000, HAVE ALREADY BEEN
COLLECTED; ALLOCATING SAID FUNDS, TO THE MIAMI DOWNTOWN
DEVELOPMENT AUTHORITY ("DDA") TO PAY FOR COSTS RELATED TO
UPDATING THE DOWNTOWN MIAMI MASTER PLAN, AS APPROVED BY THE
CITY MANAGER, FROM ACCOUNT NO. 127001.
WHEREAS, the City of Miami ("City"), pursuant to Chapter 14 of the Code of the City of Miami,
Florida, as amended ("City Code"), authorized the Miami Downtown Development Authority
("DDA") to provide planning for the economic development and revitalization of Downtown Miami; and
WHEREAS, the DDA is the Applicant for the Downtown Miami Development of Regional Impact
("DRI"); and
WHEREAS, the current Downtown Miami Master Plan ("Master Plan") was developed in 1986,
and the DRI requires an update to the Master Plan; and
WHEREAS, the update of the Master Plan is estimated to cost $1.6 million; and
WHEREAS, Chapter 13 of the City Code provides for the payment of Master Plan costs from DRI
Master Plan Recovery fees; and
WHEREAS, the City has collected approximately $908,000, from DRI Master Plan Recovery
Fees, which may be applied to pay DDA's costs of updating the Master Plan, as approved by the City
Manager; and
WHEREAS, the DDA has procured the services necessary to conduct the update of the Master
Plan; and
WHEREAS, pursuant to DDA Resolution No. 21/2005, the DDA Board authorized the Executive
Director of the DDA to execute contracts with the selected consultants to perform Master Plan
services, subject to the City's commitment to reimburse DDA for the cost of such services; and
WHEREAS, it is in the best interest of the City to transfer to DDA, DRI Master Plan Recovery
fees, to pay for the services necessary to update the Master Plan as approved by the City Manager;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the preamble of this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The transfer of the DRI Master Plan Recovery Fees, in a total amount not to exceed
$1.6 million, of which approximately $908,000, have already been collected and the allocation of said
funds to the DDA to pay for costs related to updating the Downtown Miami Master Plan, as approved
by the City Manager, is authorized, with said funds allocated from Account No. 127001.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
