Ahlstedt, P.E., received on January 20th 2005, via e-mail. Our findings are as follows: We do not agree with the applicant's approach of escalating the average weekday VIC ratio to peak season VIC ratio by simply multiplying by the peak season factor. It is incorrect, because the number of transit riders and committed trips, which are a part of the V in the ViC ratio, are not subject to the peak season condition escalation.
