Purpose of Item: _
Respectfully recommending for the City Commission to adopt a Resolution accepting the bid of
Cadex Electronics, Inc., a Non-Minority/Non-Local vendor, located at 22000 Fraserwood Way,
Richmond, BC Canada for the procurement of 25 Cadex C7400 battery analyzer systems and
accessories, for the Department of Fire -Rescue, in an amount not to exceed $58,637.50. Funding for
this purchase is available from Capital Improvements Project No. 313305, entitled "Fire -Rescue
Homeland Defense Preparedness Initiatives" as Project No. B-72813 under the Homeland Defense
Neighborhood Improvement Bond Program.
Background Information:
On March 17, 2004, pursuant to Section 18-85 (h) of the Code, the City Manager authorized and
approved the procurement of 20 Cadex C4700 battery analyzer systems and accessories for the
Department of Fire -Rescue from Holzberg Communications, Inc., in an amount not to exceed
$44,165, pursuant to Invitation for Bids No. 03-04-011 dated January 7, 2004.
Since the initial award by the City Manager, the Department of Fire -Rescue has added 120 additional
portable radios to service approved by Resolution No. 04-0183, adopted March 25, 2004, and
Resolution No. 04-0730, adopted November 18, 2004. Due to this increase, the Department of Fire -
Rescue requires 25 additional Cadex C4700 battery analyzer systems and accessories in an effort to
improve public safety inter -operability. This proposed equipment would allow the Department of
Fire -Rescue to distribute this equipment throughout the department to ensure that every battery is not
only in the proper condition, but the proper type. The Cadex C4700 battery analyzer system is easy to
use and is compatible with the City's computer network system and has the capabilities to control up
to 120 battery analyzing systems remotely from one computer, as well as printing bar code labels. In
addition, the proposed battery equipment features a quick test program that measures battery state -of -
health and re -energizes dead batteries within. Moreover, having this equipment readily available has
proven to prolong battery life, eliminate downtime due to weak batteries, reduce battery replacement
cost and increase reliability.
On March 1, 2005 , the Purchasing Department contacted Holzberg Communications, Inc. to obtain
confirmation they would still honor the bid prices and abide by all terms and conditions of Bid No.
03-04-011. However, Holzberg Communications, Inc. informed the City they are no longer an
authorized distributor for Cadex products in South Florida. As a result, the second lowest bidder,
Cadex Electronics, Inc. was contacted. Cadex Electronics, Inc. agreed to honor their bid prices
pursuant to Bid No. 03-04-011 and has extended an additional discount to the City representing a
$2,737.50 savings. It is therefore recommended that an award be made to Cadex Electronics, Inc. for
the purchasing of 25 Cadex C4700 battery analyzer systems and accessories.
