RECOMMENDATION:
The Department of Fire -Rescue respectfully requests your approval to accept the bid of Holzberg
Communications, Inc., a non-minority/non-local vendor, located at P.O. Box 332, Totowa, New
Jersey 07511 for the procurement of twenty (20) Cadex C7400 battery analyzer systems and
accessories, for the Department of Fire -Rescue, in an amount not to exceed $44,165. Funding for
this acquisition is available from the Capital improvement Project No. 313303, Account Code
No. 289401.6.840, as funded by the Fire Assessment.
BACKGROUND:
The Department of Fire -Rescue requires the purchase of twenty (20) four -station Cadex C7400
battery analyzer systems and accessories to increase the department's capabilities to test, charge,
and restore lost capacity of our portable Motorola radio batteries used by over 600 fire personnel
on a 24 hour basis.
Currently, the Department of Fire -Rescue has approximately 350 Motorola XTS 3000 and XTS
5000 portable radios that are used daily for the ongoing operation of all public safety services of
the City of Miami. These radios are completely dependant on a reliable battery maintenance
program. The battery maintenance program created by our department has multiple Iayers and at
the heart of this system is the battery analyzer. In an effort to improve public safely
interoperability, the proposed Cadex C7400 battery analyzer system would allow the Department
of Fire -Rescue to distribute this equipment throughout the department to ensure that every
battery is not only in the proper condition, but the proper type. The desired Cadex C4700 battery
analyzer system is a rugged and durable product that can withstand the extreme environment
generally experienced by fire personnel. This battery equipment features a quick test program
that measures battery state -of -health and re -energizes dead batteries within three minutes. This
device is easily operable and is compatible with the City's computer network system and has the
capabilities to control up to 120 battery analyzing systems remotely from one computer, as well
as printing bar code labels. In addition, the Cadex C7400 battery analyzer system has the ability

to be programmed to reject any battery type unable to meet a specific rating as well as having a
security system that contains a password protection safeguard against tampering. Moreover,
having this equipment readily available will prolong battery life, eliminate downtime due to weak
batteries, reduce battery replacement cost and increase reliability. Most importantly, for the
safety and well being of the firefighters and citizens of the City of Miami, this equipment will
assure firefighters that their equipment will always perform when needed.
The Department of Fire -Rescue has analyzed the bids received pursuant to Bid No. 03-04-011.
The bid from Holzberg Communications, Inc. was deemed the lowest most responsible and
responsive bidder, meeting specifications and is therefore recommended for the award.
