Subject: Accept bid for one (1) TRT Tractor/Trailer Response Vehicle (Bid No. 04-05-003)
Purpose of Item:
Adopt a Resolution accepting a bid of Hackney Emergency Vehicles (Non-Minority/Non-Local
vendor), located at 911 W. 5t Street, Washington, North Carolina 27889, for the procurement of one
(1) TRT tractor/trailer response vehicle with warranty, in an amount not to exceed $315,202, for the
Department of Fire -Rescue.
Funding for this particular purchase is available from the Urban Areas Security Initiative ("UASI")
Grant Program II, Project No. 110111, Account Code No. 280910.6.840.
Background Information:
In an effort to continue to excel in life safety within the City of Miami, the Department of Fire -
Rescue's Technical Rescue Team ("TRT") must have the most effective tools possible to conduct safe
and effective rescue operations. Currently, the TRT responds to emergency call -outs in two (2)
vehicles (1980 GMC heavy duty flatbed and a 1984 retired front-line rescue truck towing a 25 foot
trailer) which are not substantial to carry all the equipment necessary for their job. The proposed
tractor/trailer will enable the Fire -Rescue's TRT the abilities to transport technical rescue equipment
such as rescue struts, basis ropes, anchors, rapid stair cribbing sets, ladder rigs and tripods,
mechanical advantage systems, heavy construction equipment, extraction systems, and allow for
better and quick access for the first responders when engaged in emergency operations. Failure to
have the suitable equipment and tools readily available can hinder the TRT capabilities to
immediately respond to a local and national disaster. Most importantly, should a weapons of mass
destruction event occur, the Technical Rescue Team must be ready at a moments notice to render
assistance at an emergency level to our community.
The Department of Fire -Rescue has analyzed the bid received pursuant to Bid No. 04-05-003.
Hackey Emergency Vehicles submitted the only responsible and responsive bid and is therefore
recommended for the award.
