Subject: Purchase of a surveillance platform, pursuant to Request for Proposal No. 04-05-013R
Purpose of Item:
Accepting the recommendation of the City Manager to approve the findings of the Evaluation
Committee, pursuant to Request for Proposal No. 04-05-013R, that the firm most qualified to provide
a Surveillance Platform, for the Department of Police, is Innovative Surveillance Technology, Inc.;
and further authorizing the City Manager to negotiate and execute an agreement with Innovative
Surveillance Technology, Inc., in the amount of $199,750, for a period of six months. Funding is
available from the Capital Improvement Program, Homeland Defense Preparedness Initiative,
Account Code No. 312048.299307.6.840, in the amount of $150,000, and Local Law Enforcement
Block Grant IX, Account Code No. 142023.290548.6.840, in the amount of $49,750.

BACKGROUND INFORMATION:
The Department of Police has been approved by the City of Miami Homeland
Defense/Neighborhood Improvement Bond Oversight Board to purchase of a new Surveillance
Platform through the Homeland Defense Preparedness initiative Bond.
The platform is a vehicle equipped with electronics used for intelligence and evidence gathering,
covertly. It can be deployed into urban environments to collect intelligence on criminal activities
without relying on informants and/or exposing undercover officers. The use of technically
obtained intelligence and evidence collection has become increasingly more important. Today's
individuals involved in criminal and/or terrorist activities are not only well versed in the tactics
commonly used by law enforcement agencies, but have support groups that provide funding for
the use of counter surveillance equipment in today's high-tech world.
The current Platform has served the Police Department well for over twelve (12) years and
hundreds of hours of stealth operations. Unfortunately, within the last four (4) years the Platform
has been experiencing continuous breakdowns both mechanically and electronically. The
Platform has since become unreliable, costly to maintain, as well as, technically outdated.
Request for Proposal (RFP) No. 04-05-013R, Surveillance Platform for the Department of Police,
was prepared and issued on December 15, 2004. The Evaluation Committee evaluated the two
(2) proposals received on or before January 5, 2005, and determined that the proposal of
Innovative Surveillance Technology, Inc., was the highest -ranked and most advantageous
proposal to provide the required Surveillance Platform, and recommended that the City Manager
negotiate and execute an Agreement, in substantially the attached form, with Innovative
Surveillance Technology, Inc., in an amount not to exceed $199,750, for a period of six months.
