Additionally, it would accommodate the need to distribute bins to new residents and/or replacements when needed. The City's residential curbside recycling program has realized a consistent 49% participation rate citywide which includes single family, duplex, triplex and quadruplex units. It is anticipated that this participation rate will continue for FY'05. The once per week collection is provided to 68,000 residents citywide with ongoing educational blitzes to enhance and ensure that voluntary compliance is in accordance with the City's established Chapter 22 which governs the collection of garbage, trash and recycling activities within the City of Miami. Background Information: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the term purchase of 4,800 18-gallon recycling bins for the City of Miami's residential curbside recycling program. This purchase would allow the department to obtain recycling bins in a timely manner to meet the demand for distribution of said containers to new residents and/or replacements as needed. Formal bidding procedures were followed (Bid #04-05-017) and three (3) vendors submittod proposals for said item. The lowest responsive bidder was Busch Systems Int., Inc. located at 130 Saunders Road #7, Barrie ON, L4N 9A8 which is a non -minority, non -local vendor. The City of Miami is growing at rapid pace and with the advent of new construction as well as an increase in new residents and the resultant demand for recycling bins; it has neccessitated the need for an efficient and expeditous purchasing procedure (term contract with two (2) additional one year period) of said containers. The City of Miami has realized a 30% reduction in the municipal solid waste stream as a result of it's residential curbside recycling efforts and it is anticipated that a steady increase will be realized in FY'05.
