Acquisition of Motorola Portable
Radios with Smartnet, and
Accessories
I conducted an investigation to determine whether Motorola, Inc., a Non-Minority/Non-Local vendor located at
789 International Parkway, Sunrise, Fl 33325, is the sole source provider of XTS1500 and XTS5000 portable
radios and accessories, for the Department of Public Works.
According to the Department of Public Works, it is seeking to procure eighteen (18) XTS1500 and two (2)
XTS5000 portable radios with the Smartnet software, and accessories. These radios are needed to provide its
Operations personnel in the field with radios and accessories that would strengthen its readiness and response,
and ensure effective communications within the City, and between local and interagency organizations.
Pursuant to Resolutions 99-222 and 02-1167, the City had previously determined the acquisition of various
portable radios from Motorola, Inc. was a sole source. These radios with the Smartnet software will work in
conjunction with the City's Trunked Smartnet Radio system, which requires the utilization of Motorola's radios
with the proprietary Smartnet software.
It has been determined that Motorola, Inc. ("Motorola") is the sole manufacturer of the City's existing 800 MHz
radio system, which was acquired by the City via a sole source finding. The engineering, original design and
installation of the system was executed by Motorola, and the operating and maintenance software
(SMARTNET) for the system is proprietary to Motorola, Inc. Motorola, Inc., due to the proprietary nature of
their trunking technology, is also the sole source provider of the XTS1500 and XTS5000 portable radios with
Smartnet software, and accessories.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings
be approved: Motorola, Inc., is the sole source provider of the Motorola XTS1500 and the XTS5000 Portable
Radios with the Smartnet software, and accessories, for the Department of Public Works. Funding, in an
amount not to exceed $33,246.00, is available from the Urban Areas Security Initiative ("UASI") Grant
Program II, Project No. 110111, Account Code No. 280910.6.840.
