Subject: Resolution authorizing the procurement of nine Tactical Communications Packages (Tac
Paks), a mobile command system, with accessories, including warranty.
Purpose of Item:
Resolution authorizing the purchase of (9) Tactical Communications Packages (Tac Paks), mobile
command systems, with accessories, including warranty, from 308 Systems, Inc., a Non-
Minority/Non-Local vendor, located at 2637 Wapiti Road, Fort Collins, CO 80525, for the
Department of Fire -Rescue, in an amount not to exceed $130,422.
Funding is available from the Urban Areas Security Initiative ("UASI") Grant Program II, Project No.
110111, Account Code No. 280910.6.840.

Background Information:
The Tactical Communications Package ("Tac Pak") is a self-contained incident command and
communications unit. This proposed system will allow our Police and Fire first responders access to
full wireless interoperable capabilities in instances where they will be isolated and unable to
participate in the stationary Emergency Operations Center ("EOC"), or even a mobile command unit ••
which is a portable EOC on wheels. The Tac Pak will also support our first responders when they are
deployed elsewhere to assist others in distress, whether the disaster be natural or manmade.
This ruggedized "package", with similar looks to a large plastic suitcase, will host all of the
Firefighter's and Police Officer's necessary communication accoutrements such as their laptop, printer,
copier, satellite phone, fax machine, cellular phone, camera, and more, making them independent in
any isolated situation. Geographical Information System ("GIS"), encryption, and video conferencing
are options that can also be installed which would assist the first responder in assessing damage or
strategizing their next response move, access or secure sensitive information, and communicate
visually with other emergency personnel.
Whether the scenario be a manmade or a natural disaster, or even a high -profile event, the Tac Pak
portable command system will close the emergency management communication gap, by including all
of the necessary communication devices in one complete package.
