HomeMy WebLinkAboutR-05-0234City of Miami Legislation Resolution: R-05-0234 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 05-00274 Final Action Date: 4/14/2005 A RESOLUTION OF THE MIAMI CITY COMMISSION, BYA FOUR -FIFTHS (4/STHS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE ACQUISITION OF NINE (9) TACTICAL COMMUNICATIONS PACKAGES, A MOBILE COMMAND SYSTEM, WITH ACCESSORIES, INCLUDING WARRANTY, FOR THE DEPARTMENT OF FIRE -RESCUE, FROM 308 SYSTEMS, INC., THE SOLE SOURCE MANUFACTURER, FORA TOTAL CONTRACT AMOUNT NOT TO EXCEED $130,422; ALLOCATING FUNDS FROM THE FEDERAL GRANT ENTITLED, "URBAN AREAS SECURITY INITIATIVE GRANT PROGRAM II," PROJECT NO. 110111, ACCOUNT CODE NO. 280910.6.840. WHEREAS, the Tactical Communications Package ("Tac Pak") will allow the Police and Fire first responders access to full wireless interoperable capabilities in instances where they will be isolated and unable to participate in the stationary Emergency Operations Center or a mobile command; and WHEREAS, the ruggedized "package" will host all of the Firefighter's and Police Officer's necessary communication equipment such as their laptop, printer, copier, satellite phone, fax machine, cellular phone, camera, and more, making them independent in any isolated situation; and WHEREAS, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended, the Chief Procurement Officer has adopted a finding that 308 Systems, Inc., is the sole source manufacturer, to provide the Tac Paks, a mobile command system, with accessories, including warranty; and WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Chief of Fire -Rescue recommend that the requirements for formal competitive sealed bidding procedures be waived and the procurement of the above as specified be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's finding of a sole source, waiving the requirements for competitive sealed bidding procedures, is ratified, approved and confirmed, and the acquisition of nine (9) Tac Paks, a mobile City of Miami Page 1 of 2 File Id: 05-00274 (Version: 1) Printed On: 11/3/2016 File Number: 05-00274 Enactment Number: R-05-0234 command system, with accessories, including warranty, for Fire -Rescue, from 308 Systems, Inc., the sole source manufacturer, is approved, for a total contract amount not to exceed $130,422, with funds allocated from the Federal grant entitled, "Urban Areas Security Initiative Grant Program II," Project No. 110111, Account Code No. 280910.6.840. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
