I conducted an investigation to determine whether 308 Systems, Inc., a Non-Minority/Non-Local vendor located
at 2637 Wapiti Road, Fort Collins, Co. 80525, is the sole source provider of nine (9) Tactical Communications
Packages (Tac•Paks) mobile command systems, with accessories, including warranty, for the Department of
Fire -Rescue.
According to the Department of Fire -Rescue, it is seeking to procure nine (9) Tac•Pak mobile self-contained
incident command and communications systems, with accessories and warranty. This proposed system will
allow Police and Fire first responders access to full wireless inter -operable capabilities in instances where they
will be isolated and unable to participate in the stationary Emergency Operations Center ("EOC"), or even a
mobile command unit. The Tac•Pak will support the first responders when they are deployed elsewhere to assist
others in distress, whether the disaster is natural or manmade, and can host all of Fire and Police necessary
communications, making them independent in any isolated situation. Due to its compact size and portability, an
entire agency's operations can be taken to the top of a building, or through streets blocked by hurricane debris,
etc. The Tac•Pak portable command system closes the emergency management communication gap by including
all of the necessary communication devices, such as laptop, printer, satellite phone, fax, camera, etc., in one
complete package.
According to 308 Systems, Inc., it created and manufactures the Tac•Pak field command communication
system; it was awarded a United States Patent; and it is the sole source manufacturer of said system. No other
system with the same capabilities could be located.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings
be approved: 308 Systems, Inc. is the sole source provider of the nine (9) Tactical Communications Packages
(Tac•Paks), with accessories and warranty, for the Department of Fire -Rescue. Funding, in an amount not to
exceed $130,422.00, is available from the Urban Areas Security Initiative ("UASI") Grant Program II, Project
No. 110111, Account Code No. 280910.6.840.
