REFERENCES: ENCLOSURES: The Department of Community Development is requesting a Waiver of Competitive Bidding and authorizing the negotiation and execution of a professional services agreement with Coalition to End Childhood Lead Poisoning, Inc., a non profit entity, to provide technical assistance to the Miami Unleaded program, in an amount not to exceed $225,000 for a period of three years. On November 18, 2004, pursuant to Resolution No. 04-0756, the City Commission accepted a grant from the United States Department of Housing and Urban Development ("HUD"), in the amount of $3,000,000, for the Miami Unleaded program in which Coalition to End Childhood Lead Poisoning, Inc ("The Coalition") was included as part of the proposal presented to and approved by HUD. The Coalition, founded in 1986 as Parents Against Lead, brings 18 years experience in the design and implementation of community -based primary prevention programs, compliance assistance and enforcement strategies, and leveraging resources. Since 1993, the Coalition has provided direct services in Maryland to over 200,000 individuals or organizations, and has reached over 2,000,000 through its outreach and education programs. The Coalition's relentless pursuit of building sustainable partnerships focused on the elimination of lead hazards has resulted in a 90% reduction of lead poisoning levels in Baltimore since 1994. From the establishment of key commissions, to the design of meaningful public policies, to the hands on provision of legal services, hazard reduction, training programs, relocation services and education campaigns, the Coalition is a comprehensive service provider that has proven to deliver. The Coalition has helped to develop programs in Maryland, Delaware and Missouri that bring key stakeholders from the communities, government and private business with assigned mission responsibilities to act and communicate. It has also developed often small but meaningful services that have been replicated nationally, such as the nation's first Lead Safe Housing Registry, HEPA vacuum loan programs, and Section 8 local preferences for families with lead poisoned children. Through Miami Unleaded, the Coalition will help Miami expand effective comprehensive, community -based lead hazard control and prevention services. The Coalition will provide technical assistance on program design including intervention strategies, development and direct service delivery systems. They will assist in the implementation of "Best Practices" that fit for the Miami community. The Coalition will offer its technical assistance and training to Community Development, Miami Unleaded staff, and to residents living in the seven targeted neighborhoods to ensure benchmarks are met, genuine community -based partnerships are sustained, and that resources are engaged to most effectively protect children and pregnant women in the Miami Unleaded communities.
