A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO NEGOTIATE FOR PURCHASE, REAL PROPERTY FOR ACTIVITIES
RELATED TO AFFORDABLE HOUSING IN THE EAST LITTLE HAVANA
NEIGHBORHOOD DEVELOPMENT ZONE, AS RECOMMENDED BY THE LITTLE
HAVANA HOMEOWNERSHIP ADVISORY BOARD ("ADVISORY BOARD"), WITH
PURCHASE PRICE NOT TO EXCEED SUCH LIMITS SET BY THE CITY OF MIAMI;
ALLOCATING FUNDS AVAILABLE TO THE ADVISORY BOARD, FOR SAID
PURCHASE.
WHEREAS, pursuant to Resolution No. 04-0374, adopted June 10, 2004, the City Commission
adopted the City of Miami's ("City") Five Year Consolidated Plan re-establishing eight (8)
Neighborhood Development Zones in the City; and
WHEREAS, the City Commission identified the East Little Havana Neighborhood Development
Zone ("Zone") as one of the areas to undergo comprehensive redevelopment; and
WHEREAS, East Little Havana is a densely developed urban area with: rich architecture, a strong
urban street grid, excellent proximity to downtown and financial district employment centers,
outstanding access to public transit and major highways, and internationally known cultural amenities
such as Calle Ocho and the Miami River; and
WHEREAS, pursuant to Ordinance No. 12404, adopted September 11, 2003, the City
Commission created and established the Little Havana Home Ownership Advisory Board ("Advisory
Board"), to advise and initiate the Little Havana Homeownership Initiative; and
WHEREAS, the Advisory Board provides advice to the City Commission for the City's revitalization
efforts and activities to be undertaken in the Zone; and
WHEREAS, the Advisory Board was directed to emphasize an initiative that will preserve the
area's urban fabric while creating homeownership opportunities in a neighborhood where less than 10
percent of the housing is owner occupied; and
WHEREAS, the City's purchase of real property in the Zone for activities related to affordable
housing will facilitate and accelerate the redevelopment of the area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is authorized{1} to negotiate for purchase, real property for activities
related to affordable housing in the Zone, as recommended by the Board, with purchase price not to
exceed such limits set by the City, with funds allocated from the Board's available funds, for said
purchase.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
