RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), AUTHORIZING THE CITY
MANAGER TO EXECUTE MEMORANDUM OF AGREEMENTS,
IN SUBSTANTIALLY THE ATTACHED FORM, WITH EACH
OF THE PARTICIPATING AGENCIES LISTED IN
"EXHIBIT A", ATTACHED AND INCORPORATED,
SETTING FORTH THE AGENCIES' RESPONSIBILITIES
IN CONNECTION WITH THE DEVELOPMENT AND
SUPPORT OF A LOCAL URBAN SEARCH AND RESCUE
TASK FORCE AND COORDINATED BY THE CITY OF
MIAMI DEPARTMENT OF FIRE -RESCUE, WITH ALL
COSTS TO BE REIMBURSED BY STATE AND FEDERAL
FUNDING SOURCES.
WHEREAS, the Robert T. Stafford Disaster Relief and
Emergency Assistance Act (the "Stafford Act") provides the
authority for the Federal government to respond to disasters and
emergencies in order to save lives and protect public health,
safety, and property; and
WHEREAS, the Federal Response Plan (the "Plan") addresses
the consequences of any disaster or emergency situation where
Federal response assistance is needed under the authority of the
Stafford Act; and

WHEREAS, according to the Plan, the Federal Emergency
Management Agency (FEMA) has created a nationwide network of
Urban Search and Rescue (US&R) Task Forces strategically located
throughout the United States; and
WHEREAS, the scope of US&R activities in response to a
catastrophic disaster includes locating, extricating and
providing for the immediate medical treatment of victims trapped
in collapsed structures; and
WHEREAS, the National US&R Response System will assist and
support local fire departments which sponsor US&R activities and
assume responsibility for developing and training Task Forces
capable of responding to a catastrophic disaster within six
hours; and
WHEREAS, pursuant to Resolution No. 93-226, adopted
April 15, 1993, the City of Miami Department of Fire -Rescue
successfully sponsored the existing US&R Task Force; and
WHEREAS, funding for the training of personnel and the
procurement of US&R equipment is available from a grant from the
State of Florida; and
WHEREAS, Memorandum of Agreements will continue through
December 31, 2005; and
WHEREAS, any and all expenses incurred by the US&R Task
Force mobilized at the request of FEMA in response to an event
requiring said assistance are fully reimbursable by FEMA;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2.
The City Manager is •authorizedl' to execute
Memorandum of Agreements, in substantially the attached form,
with each of the participating agencies listed in "Exhibit A",
attached and incorporated, setting forth the agencies'
responsibilities in connection with the development and support
of a local Urban Search and Rescue Task Force and coordinated by

the City of Miami Department of Fire -Rescue, with all costs to be
reimbursed by State and Federal funding sources.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1/

The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
