A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN INCREASE
IN COMPENSATION FOR THE PROGRAM MANAGEMENT SERVICES OF URS
CORPORATION, PREVIOUSLY APPROVED BY RESOLUTION NO. 04-0120,
ADOPTED FEBRUARY 26, 2004, IN AN AMOUNT NOT TO EXCEED $800,000,
INCREASING THE COMPENSATION FROM $1,000,000 TO $1,800,000
FOR PROFESSIONAL CONSULTING SERVICES FOR PROGRAM MANAGEMENT;
AMENDING RESOLUTION NO. 04-0120 TO REFLECT SAID INCREASE;
ALLOCATING FUNDS FOR SAID INCREASE FROM AVAILABLE INTEREST
EARNINGS ON THE HOMELAND DEFENSE NEIGHBORHOOD IMPROVEMENT
BOND PROCEEDS.
WHEREAS, Resolution No. 04-0120, adopted February 26, 2004, approved the procurement of
professional consulting services for program management from URS Corporation ("URS") under a
City of Miami Beach contract procured pursuant to Request for Qualifications No. 111-99/00, effective
until May 26, 2006, subject to further extensions or replacement contracts by the City of Miami
("City"); and
WHEREAS, URS has capably assisted the Department of Capital Improvements and
Transportation ("Department") with the on -going implementation of the City's $568 million Capital
Improvements and Transportation plan ("Plan") by providing exceptional and efficient services in the
areas of vertical (building) program management, including project and program planning, budgeting,
performance measurement and quality control, as well as construction oversight; and
WHEREAS, URS has been invaluable in developing and managing several critical large scale
projects such as Grapeland Heights Park, Little Haiti Park, Jose Marti Gym, and the Police Training
Facility; and
WHEREAS, the Director of the Department has, in conjunction with URS, reviewed the scope of
services and estimated fees for on -going program management services and determined that an
increase to the contract amount is necessary to cover an interim period of approximately six (6)
months; and
WHEREAS, during this interim period, the Department will have issued a Request For Proposals
to directly secure program management professional services for the continued implementation of the
Plan, with proposals to be received in March, 2005, an award anticipated in April, 2005 and approval
of the negotiated agreement expected in May, 2005; and
WHEREAS, said increase will enable the City to continue to use HDR's professional consulting
services to assist in the implementation of the Plan until a new contract for such services is in place;
and
WHEREAS, funds for this increase are available from interest earnings on the Homeland Defense

Neighborhood Improvement Bond proceeds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this section.
Section 2. An increase in compensation for the program management services of URS,
previously approved by Resolution No. 04-0120, adopted February 26, 2004, in an amount not to
exceed $800,000, increasing the compensation from $1,000,000 to $1,800,000 for professional
consulting services for program management, is authorized.
Section 3. Section 2 of Resolution No. 04-0120, is amended in the following particulars: {1}

Section 2. The procurement of program management services from URS
Corporation, for the Department of Purchasing, to be used Citywide on an as -needed
contract basis, awarded under the City of Miami Beach contract procured pursuant to
RFQ No. 111-99/00, effective until May 26, 2006, subject to further extensions
granted by the City of Miami Beach or replacement contracts issued by the City of
Miami Beach, in an amount not to exceed $1,000,000 $1,800,000, is approved, with
funds allocated from Account Code No. 341330.
Section 4. Funds, in an amount not to exceed $800,000 for said increase will be allocated from
available interest earnings on the Homeland Defense Neighborhood Improvement Bond proceeds.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
