HomeMy WebLinkAboutsummary formAGENDA ITEM SUMMARY FORM FILE ID: 05— 00 8t Date: 3/07/2005 Requesting Department: ED Commission Meeting Date: 3/24/2005 District Impacted: Type: ® Resolution ❑ Ordinance ❑ Emergency Ordinance ❑ Discussion Item ❑ Other Subject: Purpose of Item: It is recommended that the Miami City Commission approve a resolution adopting the findings of Miami Dade County that a blighted or slum area exists in the Mid -town Miami Redevelopment Area; that the rebuilding, rehabilitation, conservation and redevelopment of the area is in the interest of the public health, safety, morals and welfare of the residents of the City of Miami, Florida and that there is a need for a community redevelopment agency to carry out the redevelopment purposes provided in Florida's Community Redevelopment Act of 1969. This resolution further accepts Miami -Dade County's delegation of authority to create a community redevelopment agency, creates the Mid -town Miami Community Redevelopment Agency (Mid -town CRA) and declares the City Commission to be the Mid -town CRA separate, distinct and independent from the City Commission. Background Information: -- On April 29, 2004 the City Commission adopted Resolution No. R-04-0288 authorizing the City Manager to prepare a "Finding of Necessity Study" pursuant to the requirements of Chapter 163, Florida Statutes for the creation of a Community Redevelopment District and authorizing the City Manager to execute an Interlocal Agreement with Miami Dade County and the Mid -town Miami Community Development District (CDD) to participate in the development of the Mid -town Miami project by equitably sharing in the costs of public infrastructure. Pursuant to the Interlocal Agreement, the City and the County agreed to create a Community Redevelopment Agency by June 30, 2005 that would contribute Tax Increment Revenues to the CDD. Subject to certain conditions outlined in the Interlocal Agreement, the City and the County would then be released from contributing Economic Incentive Payments. On March 1, 2005 the County Commission adopted Resolution R-213-05, approving the "Finding of Necessity Study" and further declaring the Mid -Town Miami Redevelopment Area to be a slum or blighted area as defined in Section 163.340, Florida Statutes, Part III, of Chapter 163; further authorizing the City of Miami Commission to create the Mid -town Miami Community Redevelopment Agency and to adopt a plan of redevelopment.
